Overview

The Evaluation Consultant will conduct a terminal evaluation of the UNEP/GEF project “Integrating Water, Land and Ecosystems Management in Caribbean Small Island Developing States (IWEco)”. The purpose is to assess project performance and determine outcomes and impacts for accountability and operational improvement.

Tasks Summary

• Conduct preliminary desk review and introductory interviews.
• Draft the reconstructed Theory of Change.
• Prepare the evaluation framework, desk review, and interview protocols.
• Develop survey protocols if relevant.
• Develop and present criteria for country and/or site selection.
• Plan the evaluation schedule.
• Prepare the Inception Report.
• Conduct further desk review and in-depth interviews.
• Conduct evaluation mission(s) to selected countries and project locations.
• Report progress to the Evaluation Manager and Project/Task Manager.
• Draft the Main Evaluation Report.
• Finalize the Main Evaluation Report incorporating comments.
• Prepare a Response to Comments annex.
• Prepare an Evaluation Brief if agreed.
• Maintain positive relationships with evaluation stakeholders.

Experience Requirements

• A minimum of ten (10) years of experience of technical / evaluation experience.
• Preferably including evaluating large, regional or global programmes.
• Preferably using a Theory of Change approach.
• Geographical experience and expertise in the Caribbean region is required.
• A good/broad understanding of preservation of ecosystem, coastal zone management, Small Islands Developing States (SIDS), natural resources management (focus on integrated water resource management, source to sea) and environmental management is desirable.
• Knowledge of the UN system and specifically the work of UNEP is desirable.

Qualification Requirements

• Advanced university degree (Master's degree or equivalent) in environmental sciences (focus on water, marine/coastal or natural resource management), environmental management, international development or other relevant political or social sciences area is required.
• A first level university degree (Bachelor's degree or equivalent) in the same areas in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
