Overview
Provide technical expertise and support to the Beirut Municipality in implementing a Risk Prevention Plan for the Karantina Sorting Facility (KSF), preparing tender documents for its operator, and assisting in the preparation of the broader solid waste management (SWM) plan for Beirut city.
Tasks Summary
- Oversee the Municipality’s teams implementing the Risk Prevention Plan and ensure compliance with standards.
- Monitor maintenance, inspections, generator operation, and environmental control activities.
- Verify preventive maintenance tasks are performed according to the plan.
- Identify deficiencies, hazards, and deviations; propose corrective actions.
- Maintain supervision logs and prepare monthly reports.
- Coordinate with the Municipality’s Engineering, Sanitation, and Guard Departments.
- Learn operational and maintenance requirements of sorting equipment.
- Transfer knowledge to municipal personnel and support them in performing equipment preservation.
- Support the Municipality in organizing documentation and reporting systems.
- Assist the Municipality in assessing readiness for operation and identifying remaining gaps.
- Revise and finalize tender documents for recruiting the KSF operator.
- Assist in launching the tender, providing clarifications, evaluating bids, and supporting contract award.
- Oversee the operator’s mobilization phase and ensure technical continuity.
- Support the identification and assessment of technical and financial feasibility of SWM options for Beirut city.
- Prepare an integrated SWM Plan for Beirut city and provide communication and information related to identified SWM options.
Experience Requirements
- Minimum 2 years of proven experience in operations, maintenance, and supervision of solid waste management facilities.
- Experience in SWM planning and assessment of technical and financial feasibility of different SWM technologies.
- Experience working with municipalities or public infrastructure.
- Knowledge of mechanical sorting equipment, conveyors, magnetic separation, electrical control systems, and SCADA.
- Experience working with international organizations.
Qualification Requirements
- Master’s degree or equivalent in Mechanical, Electrical, Civil or Environmental Engineering with 2 years of relevant experience.
- Bachelor’s degree or equivalent in Mechanical, Electrical, Civil or Environmental Engineering with 4 years of relevant experience.
