Overview

The consultant will strengthen the national Home-Grown School Feeding Programme by designing and testing a methodology for supply chain analysis and demand mapping. The role aims to identify gaps, inform strategic interventions, and develop targeted action plans to bridge supply-demand gaps and enhance linkages with local smallholder farmers.

Tasks Summary
  • Collaborate with a technical working group to develop methodology and approach.
  • Conduct a desk review and interviews to assess previous efforts in strengthening supply chains for the National School Feeding Program.
  • Design methodology and tools for supply chain analysis and demand mapping in Quthing and Leribe districts.
  • Conduct supply chain analysis, including storage and agro-logistical arrangements, in Quthing and Leribe districts.
  • Map crop production by farmers in Leribe and Quthing, identifying high potential groups.
  • Analyze value chains of prospective food crops, engaging with stakeholders.
  • Conduct a market assessment for prospective locally produced school feeding commodities.
  • Propose strategic interventions and recommendations for integrating smallholder farmers into the Home-Grown School Feeding Program.
  • Facilitate the design of targeted action plans and procurement plans.
  • Present and validate action plans with working groups and committees.
  • Facilitate a reflective discussion on the process and consolidate lessons learned.
  • Develop a unified methodology and SOP for supply chain analysis and demand mapping at a national level.
  • Develop a unified toolkit action plan for scaling up the exercise at a national level.
  • Identify and engage additional partners to support expansion.
Experience Requirements

• Minimum 10 years of senior-level experience in smallholder mapping, farmer capacity assessment, value chain analysis, strategic engagement with the Government in Lesotho, particularly in the design and management of nationally led programmes and initiatives, and technical assistance projects.

Qualification Requirements

• Advanced post-graduate degree in economics, public administration/policy, Agriculture, international development, nutrition, social sciences, or other related fields, with additional years of relevant work experience and/or specialized training in small holder livelihood development, policy development, programme design, or multisectoral coordination.
