Overview
The Monitoring and Evaluation Specialist (Judiciary) will track project performance, monitor implementation against the Judiciary’s Work Plan, and ensure timely, accurate reporting to internal and external stakeholders.
Tasks Summary
- Assist in the development of concept notes, strategies, workplans and implementation of the EUUNDP Great Project activities.
- Facilitate and substantively contribute to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes.
- Include inputs from relevant evaluation findings, conclusions, and recommendations into programme formulation.
- Contribute to the Judiciary’s annual work plan monitoring, reviews, and reporting.
- Coordinate with the Judiciary and relevant stakeholders to ensure that data collection and analysis from field visits are coordinated and standardized across projects.
- Monitor data from the EU-UNDP GREAT Project activities and other related activities on a quarterly basis and provide substantive inputs to regular management briefs.
- Visit the Project sites to support monitoring of results and planning processes as required.
- Draft and monitor the Judiciary's Monitoring, Evaluation, and Research Plans.
- Facilitate the process of the Judiciary’s meeting internal and external reporting requirements and deadlines.
- Draft project reports.
- Identify relevant evaluation findings, conclusions and recommendations and input them into project reporting.
- Collect and maintain data for the Judiciary.
- Identify and disseminate good practices, lessons, and knowledge.
- Contribute to the development of capacity development tools, including training materials and packages.
- Facilitate capacity building opportunities for staff and partners at the Judiciary in the areas of Results Based Management (RBM), Monitoring and Evaluation.
- Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E) among all Judiciary staff members.
Experience Requirements
- 3 years of relevant experience in monitoring and evaluating development projects.
- Relevant experience in programme and/or team management working with quality assurance instruments, results-based management models, and multiple stakeholders providing advisory services and managing a complex portfolio of projects.
- Proven programme management experience with sound knowledge of all aspects of the project cycle (design, implementation, monitoring & evaluation).
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
- Experience in analysis of socio-economic issues and related policy matters is desirable.
Qualification Requirements
- Advanced university degree (master's degree or equivalent) in Monitoring and Evaluation, Economics, Statistics, Sociology, public administration, international development, development studies, and Public Policy.
- A first-level university degree in combination with three additional years of experience in monitoring and evaluating development projects may be accepted in lieu of the advanced university degree.
- Professional certifications in monitoring and evaluation (M&E) or relevant experience in Monitoring & Evaluating development projects is required.
- A project/programme management certification would be an added advantage.
