Overview

This position offers a unique opportunity to lead and shape the strategic direction of infrastructure and project management across the Latin America and Caribbean region. The role provides high-level exposure to a diverse portfolio of projects, significant influence in improving governance and operational excellence, and the chance to contribute to sustainable development goals in a meaningful way.

Tasks Summary
  • Lead the development, implementation, and refinement of the regional Infrastructure and Project Management strategy.
  • Provide authoritative oversight of the regional project portfolio, ensuring governance, performance, and risk management standards.
  • Lead the design and implementation of regional monitoring systems, metrics, and predictive indicators.
  • Drive high-impact process improvements and operational enhancements across the region.
  • Lead the development and implementation of regional systems for early identification of delivery-related risks.
  • Generate actionable data intelligence for high-level decision-making.
  • Advise project managers, infrastructure practitioners and grant support management practitioners on corporate policy, guidance and best practices.
  • Oversee the delivery of high-risk and high-value infrastructure projects.
  • Advise and support the development and management of strategic partnerships.
  • Ensure mainstreaming of sustainability aspects including but not limited to GESI and Climate action.
  • Lead the assessment and mapping of infrastructure capacity and capabilities.
  • Support the recruitment of business critical / program/project and/or infrastructure roles in the Country offices.
  • Drive the systematic collection, analysis, and dissemination of lessons learned and root causes.
  • Propose and lead the identification and implementation of innovations, process improvements, and tools.
Experience Requirements
  • Progressive work experience in the Management of Infrastructure Projects and/or Construction Management roles.
  • A minimum of 10 years' progressive work experience in Project Management.
  • Experience in dealing with high-level national government counterparts.
  • Experience working in developing countries (especially Latin America) in an international environment.
  • Experience working in and providing technical solutions for post-conflict and/o post-disaster environments.
  • Experience working on renewable energy programmes (especially solar power), climate resilience, health infrastructure, water & sanitation and waste-to-energy.
Qualification Requirements
  • Bachelor’s degree (or equivalent) in Civil Engineering, Architecture, Construction Management, Infrastructure Project Management or other relevant field with 12 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields with 10 years of relevant experience is required.
  • Desired Certification in a recognised project management methodology, e.g. PRINCE2 or PMP. If the selected person does not have this certification, must complete it during the first year of service.

Contract Duration: Ongoing contract subject to good performance, availability of funds, and organizational requirements
