Overview
The Chief of Field Office is responsible for managing UNICEF's presence, staff, and assets in Tindouf, representing UNICEF, and leading the Field Office team to deliver results for children.
Tasks Summary
- Represent UNICEF in Tindouf and Sahrawi refugee camps.
- Ensure safety and security of UNICEF staff and assets.
- Lead the Field Office team and manage staff performance.
- Maintain a secure work environment.
- Ensure clear task distribution between Tindouf FO and Algeria CO.
- Maintain a results-and-risk culture and ensure team learning.
- Support area/country programmes through knowledge management.
- Lead planning and implementation of humanitarian response interventions.
- Undertake field visits to assess conditions and monitor progress.
- Promote and ensure mainstreaming of emergency and disaster prevention strategies.
- Draft programme work plans and prepare programme recommendations.
- Establish programme workplans, monitor compliance, and provide training and guidance.
- Review and evaluate programme/project feasibility.
- Supervise programme work plans and monitor progress and compliance.
- Monitor allocation and disbursement of programme funds.
- Participate in Budget task force and grant management meetings.
- Ensure effective utilization and reporting of funding.
- Ensure field visits monitor programme implementation and decide on corrective action.
- Evaluate and participate in major programme evaluation exercises.
- Prepare relevant programme reports.
- Contribute to Situation Analysis and Country Programme Document.
- Adopt rights-based programmes approach in programme formulation.
- Prepare and submit viable recommendations on project implementation.
- Integrate PSEA and AAP considerations in planning, implementation, and monitoring.
- Provide technical support and guidance to authorities and service providers for capacity building.
- Conduct policy analysis from a children's and women's rights perspective and advocacy.
- Ensure regular communication and coordination with the Humanitarian team and other sections.
- Develop partnership and collaboration with internal and external counterparts.
- Ensure adequate leadership and participation of UNICEF in key SRRP coordination mechanisms.
- Identify implementing/operational partners and establish implementing arrangements.
- Collaborate with the Operations Section.
- Maintain close collaboration with the Deputy Representative of Programme and heads of sections.
- Strategically support the partnerships and resource mobilization strategy of the CO.
- Strengthen the strategic positioning of UNICEF’s humanitarian response and programming.
Experience Requirements
- A minimum of five years of professional work experience in programme management, planning, monitoring and evaluation, project administration or another relevant area is required.
- Experience working in a developing country is considered as an asset.
- Relevant experience in a UN system agency or organization is considered as an asset.
- Familiarity/ background with emergency is considered as an asset as well as understanding of key IASC policies, guidance, and frameworks, including PSEA, AAP, localization commitments, and humanitarian leadership protocols.
Qualification Requirements
An advanced university degree in one of the following fields is required: social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field.
