Overview

The Economic Affairs Officer will provide technical and substantive support to the UN Committee of Experts on International Cooperation in Tax Matters and contribute to the branch work programme on international tax cooperation and domestic resource mobilization.

Tasks Summary
  • Monitor economic developments in international taxation and identify recurrent and emerging issues.
  • Design and conduct studies of selected issues in tax and domestic resource mobilization.
  • Draft inputs to reports of and to UN bodies.
  • Develop draft policy recommendations and practical guidance on domestic resource mobilization, and international tax policy and administration.
  • Formulate proposals for development strategies, policies and measures.
  • Attend international, regional, and national meetings.
  • Organize expert group meetings, seminars, etc.
  • Prepare speeches and other inputs for presentations by senior staff.
  • Provide substantive support to UN Committee of Experts on International Cooperation in Tax Matters and its Subcommittees, as well as intergovernmental bodies.
  • Represent organizational unit at international, regional and national meetings.
  • Design and monitor technical cooperation projects.
  • Undertake missions to member states.
  • Prepare global, regional, national or sector analyses.
  • Conduct training seminars and workshops for government officials.
  • Formulate technical modalities for the evaluation of individual technical cooperation projects.
  • Support junior staff, reviewing their work and providing feedback.
  • Participate in intra- and inter-Departmental undertakings.
  • Perform other related duties as required.
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods.
Experience Requirements

A minimum of seven years of progressively responsible experience in economic research and analysis, tax policy formulation, application of economic principles in development programmes or related area is required. Experience in international tax cooperation issues, including cross-border taxation, is required. Experience in at least one of the following areas – tax treaties or transfer pricing – is required. Experience in working on both tax policy design and practical implementation guidance is required. Experience with the work of the UN Committee of Experts on International Cooperation in Tax Matters is desirable. Experience drafting technical guidance documents, policy papers, and practical implementation tools for use by government officials or practitioners is desirable.

Qualification Requirements

Advanced university degree (Master’s degree or equivalent degree) in economics or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Languages Preferred: French is desirable.
