Overview

The Chief Security Officer (CSO) reports to the Principal Security Adviser (PSA) and is accountable for all operations related to the security and safety of MONUSCO personnel, eligible dependents, and properties at the duty station. The CSO also supports the PSA in ensuring the safety, security, and wellbeing of the United Nations in DRC.

Tasks Summary
  • Direct security operations of all UN security at different duty stations.
  • Oversee selection and supervision of premises guards.
  • Manage personnel, administration, and budget provided by DSS and the local budget associated with the security plan.
  • Prepare the Mission's budget estimates in relation to the security component.
  • Recruit, deploy, and manage performance of Mission security personnel.
  • Establish and chair a security coordination cell for inter-agency security coordination.
  • Manage the country-specific threat and risk assessment process, including risk mitigation measures.
  • Ensure security considerations are integrated into country-level programmes and operational planning.
  • Responsible for premises and residence related assessments and measures, including MORSS.
  • Oversee adherence to security policies and procedures, including security and contingency plans.
  • Supervise compliance and implementation of MOSS standards.
  • Oversee establishment of 24-hour response mechanisms and emergency communications systems.
  • Maintain liaison with Agencies, Funds, Programmes, international organizations, government agencies, embassies, and NGOs.
  • Establish contacts with national law enforcement agencies.
  • Undertake direct investigations involving death of a staff member/family member under suspicious circumstances.
  • Identify training and budget requirements for the Mission's safety and ensure staff receive local security training.
  • Serve as primary advisor to the Mission on safety and security management, crisis readiness, and preparedness.
  • Support VIP visits and delegations.
  • Undertake any other duties assigned by the PSA.
Experience Requirements
  • A minimum of 10 years of relevant professional experience, including 4 years in a leadership role with proven crisis management experience is required.
  • Experience within the UN Security Management System, including at least 2 years in a peacekeeping mission is required.
  • Experience in planning, design, implementation, and review of risk mitigation measures related to operations impacted by insecurity is required.
  • Experience managing security units and staffing in multicultural, integrated missions in conflict or post conflict settings.
  • Experience in Security planning and operations; Security risk assessments; Developing SOPs; conducting physical security assessments; Liaising with local authorities and law enforcement; Emergency communication systems; Crisis and hostage incident management; Security administration and logistics is desirable.
  • Experience using applied analytics, business intelligence, and information management to support strategy and decision making is desirable.
  • Experience having served in the Great Lakes Region or Central Africa Region is desirable.
Qualification Requirements
  • Advanced university degree (master's degree or equivalent) preferably in political/social science, international relations, law enforcement and/or business management (with a focus on security management).
  • A first level University degree with a relevant combination of academic qualifications and two additional years of qualifying experience in a related area may be accepted in lieu of the advanced university degree.
  • UNDSS certification in Security Certification Program (SCP) and one of the following: Hostage Incident Management Training (HIM) and Safe and Secure Approach in the Field Environment (SSAFE), is desirable.
  • Graduates of Police/Military War Colleges and Senior Staff Colleges is desirable.
  • Additional certification in related security fields is desirable.

Languages Required: English is required.

Languages Preferred: French is desirable.

Contract Duration: Appointment or assignment against this position is for an initial period of one year.
