Overview

Responsible for security planning and management of humanitarian convoy movements within Gaza, implementing mitigating measures to preserve security and safety of convoy participants and assets.

Tasks Summary
  • Conducts security planning and security management of humanitarian convoy movements within Gaza;
  • Remains within the proximity of humanitarian convoys at all times and implements mitigating measures to preserve security, safety of convoy participants and assets;
  • Remains vigilant and alert in case of threat to convoy movements;
  • Maintains effective and efficient security coverage for convoy assets;
  • Coordinates activities with relevant parties to include the Gaza Security Operations Centre (GSOC) and other appropriate security organizations as required;
  • Coordinates with IDF Civil Liaison Authority, through the GSCOC during convoy movements;
  • Conducts advance work and route assessment missions;
  • Contributes to and conducts pre-deployment briefings;
  • Operates all security equipment to ensure equipment readiness;
  • Assists in convoy commander training session for security professionals of other humanitarian organizations, keeping abreast with current tactics and techniques;
  • Whenever necessary, supervises the convoy and emergency response drivers in the performance of their assigned duties;
  • Contributes to making determination of equipment, facility and supply needs based on operational requirements;
  • Perform any other duties as required.
Experience Requirements

A minimum of six (6) years, with high school diploma, of progressively responsible experience in security management, emergency response, disaster management, or humanitarian security operations is required. At least one year of experience, in the previous five years, in planning, coordinating and managing motorcade, convoy, and/or mobile operations in complex environments is required. Experience, in the previous five years, conducting route reconnaissance and security risk assessments, including the identification of threats and design of mitigating measures, in complex environments is required. Experience, in the previous five years, in incident response and emergency management in complex environments is required. Experience in an international capacity in coordinating and liaising with multiple stakeholders, including partner organizations, operations centres, and/or military or civil liaison authorities is required. Experience supporting or managing humanitarian convoy movements in complex emergency or conflict settings is desirable. Experience providing security briefings and operational guidance, including pre- and post-deployment or movement briefings, is desirable.

Qualification Requirements

• High school diploma or equivalent technical or vocational certificate

Languages Required: English is required.

Languages Preferred: Arabic is desirable.

Contract Duration: Until 30 April 2026, with the possibility of extension based on availability of continued funding.
