Overview

The National Project Monitoring, Evaluation (M&E) and Outreach Associate will coordinate and implement M&E and outreach activities for the Dalan ba Digital initiative, ensuring effective tracking of project progress and results, while promoting awareness and engagement among stakeholders and the wider public.

Tasks Summary
  • Design and update monitoring and evaluation frameworks, indicators, and data collection tools.
  • Gather quantitative and qualitative data, conduct data quality checks, and prepare timely reports and dashboards.
  • Develop and implement communication and outreach plans.
  • Create tailored outreach content and assist in organizing community events, workshops, and media campaigns.
  • Mainstream gender-responsive and inclusive approaches in M&E and outreach activities.
  • Foster collaboration with government agencies, civil society, media, and other partners.
  • Track engagement and outreach performance, collect feedback, and contribute to periodic progress reports.
  • Support capacity building and facilitate knowledge building and sharing on monitoring, evaluation and results-based management.
Experience Requirements
  • Minimum 6 years (with secondary education) or 3 years (with Bachelor’s degree) of experience in Monitoring & Evaluation, outreach, project management, or related fields.
  • Experience in data collection, analysis, and reporting.
  • Proficiency with M&E tools and methodologies.
  • Experience in gender equality and social inclusion.
Qualification Requirements
  • Secondary education is required.
  • University degree (Bachelor’s degree) in Social Sciences, Statistics, Development Studies, Public Administration, or related field will be given due consideration, but is not requirement.
Other Details

Languages Required: Fluency in English and Tetum is required

Languages Preferred: Working knowledge of Portuguese is highly desirable

Contract Duration: 1 Year with Possibility for extension
