Overview

The Chief Field Office is accountable for managing and leading the total programme commitment of a field office within the Guinea country programme. The role represents UNICEF in key local meetings and oversees program sectors and operational service teams to ensure quality results.

Tasks Summary
  • Represent UNICEF in the respective field office and engage with local authorities.
  • Facilitate measures to ensure safety and security of UNICEF staff and assets.
  • Lead the Field Office team, manage performance, and conduct staff members.
  • Ensure programmes are supported by knowledge management through data collection, analysis, and reporting.
  • Identify critical intervention points and measures by administering a monitoring system.
  • Draft changes to or prepare programme work plans.
  • Prepare program recommendations for formal documentation and new approaches.
  • Establish programme workplans, monitor compliance, and provide training and guidance.
  • Review and evaluate the feasibility and constraints of programme/projects.
  • Prepare relevant programme reports for management, donors, and budget reviews.
  • Establish and supervise programme work plans and monitor progress and compliance.
  • Monitor the overall allocation and disbursement of programme funds.
  • Undertake field visits and ensure staff conduct field visits to monitor programme implementation.
  • Contribute to field monitoring and evaluation exercises.
  • Adopt rights-based programmes approach in programme formulation and development.
  • Formulate effective planning, design, implementation, monitoring, and evaluation of programmes and projects.
  • Prepare and submit viable recommendations on project implementation and resource utilization.
  • Provide authorities and service providers with technical support and guidance for capacity building.
  • Ensure the building and reinforcing of commitment and institutional capacities of national and local partners.
  • Develop partnership and collaboration with internal and external counterparts.
  • Collaborate with the Operations Section to establish and maintain sound internal controls.
  • Uphold child safeguarding policies and ensure team members are trained and accountable.
Experience Requirements

A minimum of five years of professional work experience in programme management, planning, monitoring and evaluation, project administration or another relevant area is required. Experience working in a developing country is considered as an asset. Relevant experience in a UN system agency or organization is considered an asset. Familiarity/background with emergencies is considered an asset.

Qualification Requirements

An advanced university degree in one of the following fields is required: social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field.

Other Details

Languages Required: Fluency in French and English is required.

Languages Preferred: Knowledge of another official UN language (Arabic, Chinese, Russian or Spanish) or a local language is an asset.
