Procurement Officer is responsible for daily coordination of supply chain processes, ensuring all activities align with WV regulations and donor requirements, and maintaining strong internal controls.
Tasks Summary
- Daily coordination of supply chain processes.
- Offering technical advice from prepositioning of donor funding opportunity.
- Aligning funding to meet compliance per ministry’s standard and procedures.
- Providing procurement performance analysis.
- Ensuring procurement systems are in place to deliver rapid and effective responses during emergencies.
- Facilitating and monitoring Planning & Budgeting and Mid-Year Review.
- Conducting and reviewing the consolidation of Annual Procurement Plan and sourcing plan.
- Executing Market Assessment, Pre-Qualification, tender, and contract process.
- Conducting negotiation and updating item catalogue.
- Conducting capacity building plan to local partners.
- Facilitating timely resolution of issues impacting requester and community needs.
- Monitoring and identifying alternative supply sources.
- Providing recommendation, advice, and expertise to resolve conflicts.
- Coordinating with related departments from opportunity funding to service delivery.
- Collaborating with related departments to understand resource needs and project timelines.
- Researching and creating networking including relationship management with suppliers.
- Conducting non-procurement staff training on corporate systems and policies.
- Contributing in training related to grant and/or procurement.
- Providing technical advice for AP / Cluster / Project teams.
- Improving compliance sustainability, performance monitoring, and digitalization systems.
- Providing consultation, discussion, assistance, and support to Partners/Sub-Grantees.
- Monitoring progress and producing reports to management.
- Managing robust procurement operations to promote cost-efficiency and value for money.
- Coordinating procurement activities to meet accountability and quality standards.
- Leading data management, reporting, and analytics.
- Analyzing data and information to provide insights for decision-making.
- Monitoring, reviewing, and performing compliance Blocked Party Screening (BPS) process.
- Managing and handling implementation to simplify procurement business processes.
- Providing support for financial audit/expenditure verification.
- Providing support for procurement activities for emergency preparedness and response.
- Providing insights on logistics and warehouse management.
- Coordinating and collaborating with the finance team regarding low materiality spend.
- Creating sourcing events online.
- Managing RFQ/RFP Process including baselines & price survey methodologies.
- Leading negotiation on procurement activities.
- Conducting Procurement Committee meetings and proposing recommendations.
- Facilitating Procurement Committee meetings and ensuring proper documentation.
- Preparing award and regret letters for suppliers.
- Preparing, creating, maintaining, and recording procurement contracts.
- Providing accurate and complete master data management forms.
- Monitoring and completing contract close-out, retender, as appropriate.
- Proposing contractual conditions and performance indicators.
- Identifying & resolving or escalating contract-related issues.
- Analyzing supplier performance and coordinating with suppliers for improvement.
- Monitoring, reviewing, and evaluating contract-related information.
- Monitoring and managing Purchase Requisitions.
- Performing implementation and compliance of Organization Procurement policy, code of conduct, anti-bribery and anti-corruption policy and procedures, business ethics, other Organization policies or donor requirement.
- Managing & monitoring PO Change requests.
- Liaising with Business Support Desk (BSD) & Finance to resolve supplier inquiries.
- Providing Christian leadership and support.
- Building and maintaining a positive spirit of working in a team.
- Managing annual performance agreements.
- Submitting periodical/monthly accomplishment reports.
- Maintaining good communication and relationships with internal staff and external parties.
- Managing all risks related to contractual and project management.

- Demonstrating a proactive attitude by taking on additional responsibilities.
Experience Requirements
- At least 1 years’ experience in procurement area of service.
- Preferably gained in humanitarian sector.
Qualification Requirements
• Bachelor's degree is a Must.
