Overview
Oversee the day-to-day management of a project focused on safeguarding biodiversity, combating land degradation, and securing a nature-based economy in Solomon Islands. The role involves managing project inputs, supervising staff, and reporting to the Project Board and UNDP.
Tasks Summary
- Establish the staffing and operational functions of the Project Management Unit.
- Guide the preparation of annual work plans, monitoring and evaluation plans.
- Oversee the drafting/reviewing of terms of reference for key staff.
- Guide and oversee funds requisition, six-monthly progress and financial reporting.
- Coordinate with regional and local authorities and stakeholders.
- Ensure the disbursement of funds as per operational procedures.
- Provide secretariat services to the Project Board.
- Prepare revisions to the multi-year work plan, as needed.
- Plan project activities and monitor progress against the approved work plan.
- Oversee and guide the M&E process.
- Manage and monitor project risks.
- Support the Mid-term and Terminal Evaluation process.
- Prepare the inception report.
- Ensure that project indicators are monitored annually.
- Assess major and minor amendments to the project.
- Report to the Project Board and UNDP on progress and issues.
- Facilitate monitoring and evaluation missions.
- Coordinate technical oversight and monitoring of International Consultants and Provincial Coordination Units.
- Oversee and coordinate technical inputs for legal review of agriculture and livestock acts.
- Oversee and participate in biosecurity system assessment and strategy development.
- Directly support the improvement of existing information management and database systems for IAS.
- Facilitate and coordinate the completion of the NISSAP.
- Support the development and conduct of capacity building and training programs.
- Oversee and manage the establishment of demonstration biosecurity program activities.
- Support the conduct of technical consultations and workshops.
- Lead the preparation of national species action plans.
- Provide technical oversight, guidance and best practices to Provincial Coordinators and local sector entities.
- Oversee the development and organization of awareness and publicity programs and materials.
- Support plans and protocols for inter-agency coordination.
- Oversee and guide the capture of lessons learned during project implementation.
- Monitor implementation plans including gender action plan, stakeholder engagement plan, and environmental and social management plans.
- Monitor and track progress against GEF Core indicators.
Experience Requirements
- Minimum 7 years (with Master's degree) or 9 years (with Bachelor's degree) of project technical experience, showing a progressive increase in scope and responsibilities.
- Practical experience and sound knowledge of development issues in Pacific Islands countries context.
Qualification Requirements
- Advanced university degree (master’s degree or equivalent) in Biodiversity management, IAS management, sustainable land management or related fields is required.
- A first-level university degree (Bachelor’s degree) in Biodiversity management, IAS management, sustainable land management or related fields in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master´s degree.
