Overview
Provide administrative and procurement support to a project team for effective implementation as per ILO guidelines and procedures.
Key Responsibilities
- Analyse and evaluate vendor performance regarding quality, prices, delivery, equipment, and procurement.
- Evaluate bids and exchange information with suppliers.
- Provide information on item specifications and prices.
- Place purchase orders for equipment, materials, and supplies.
- Analyse procurement plans submitted by requesting units.
- Plan associated procurement actions.
- Prepare, oversee preparation of, and conduct Requests for Quotations (RFQs), Invitations to Bid (ITBs), and Requests for Proposals (RFPs).
- Analyse and evaluate vendors' proposals.
- Prepare purchase orders and submit for approval in ILO ERP system (IRIS).
- Sign purchase orders up to the authorized limit.
- Prepare submissions to the Headquarters Procurement Review Committee for review and approval.
- Draft and oversee drafting of contracts.
- Provide advice on contractual clauses.
- Ensure adherence to contractual agreements.
- Recommend amendments and extensions of contracts.
- Advise concerned parties on contractual rights and obligations.
- Perform other duties as assigned.
Required Experience
At least five years of experience in procurement, preferably in public procurement, including in government, I/NGOs, UN agencies and other bi/multi-lateral organizations.
Qualifications
Completion of secondary school or higher.
