Overview
Manages the work of the Secretariat to the United Nations Board of Auditors and Panel of External Auditors. Engages with multiple stakeholders at the highest level and is responsible for the publishing and production of reports.
Tasks Summary
- Plans and organizes Board and Panel of External Auditors sessions.
- Conducts proceedings of sessions, including agenda preparation and working papers.
- Custodian of Board and Panel's records and responsible for archiving.
- Engages with heads of entities, Member States, Intergovernmental and Oversight Bodies.
- Facilitates liaison between Auditors and client mechanisms.
- Ensures the production of approximately 27-30 reports annually, coordinating publishing and translation.
- Manages staff and budget related issues for Auditors and Secretariat personnel.
- Renders administrative support to the Chairperson of the AOC, TG, the Board and the Panel.
- Maintains a permanent record of discussions, resolutions and decisions of the General Assembly with audit implications.
- Ensures a comprehensive and current permanent record of parliamentary and other documentation.
- Prepares biennial programme budget proposals and monitors expenditures.
- Leads team efforts to collect and analyze data for planning, decision-making, presentation and reporting.
- Advises the Board, Audit Operations Committee (AOC) on established policies and practices.
- Provides guidance, advice and information to the AOC and individual Directors of External Audit on administrative matters and financial practices.
- Advises new auditors on past discussions and decisions, and work of other oversight bodies.
- Prepares periodic information reports for the AOC, Board members and Panel of External Auditors.
- Maintains liaison with Secretariats of ACABQ, Fifth Committee, JIU, IAAC and OIOS.
- Undertakes assignments as requested by the AOC, Members of the Board, and the Panel of External Auditors.
- Arranges for monthly meetings of the AOC, including drafting agendas and preparing minutes.
Experience Requirements
- Fifteen years of progressively responsible experience in auditing, accounting, intergovernmental affairs, or related area is required.
- Experience in multi-stakeholder coordination at senior levels at the United Nations or similar international Organization is required.
- Experience with the implementation of audit policies or advising on such implementation, or serving in or advising audit committees on established policies and practices in the United Nations or similar international organization is required.
- Experience supervising a team is required.
- Experience in a major public sector organization or within the United Nations system is desirable.
- Experience with the programmes of other international organizations, such as the United Nations Development Programme, United Nations Children's Fund, etc. is desirable.
- Experience in data analytics or related area is desirable.
Qualification Requirements
- An advanced university degree (Master’s degree or equivalent) in auditing, accounting, international relations, public administration, policy management, communications, business or public administration, or related discipline, is required.
- A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
- Certification as CPA, CA, CIA, or CISA, or equivalent, is desirable.
