Overview

The Programme Policy Officer NOB will support the Emergency programme team and Area-Offices across Afghanistan, focusing on emergency programme operations, quality, and field coordination. The role ensures real-time monitoring, supports programme design, planning, and learning through data management for operational improvement.

Tasks Summary
  • Contribute towards the development of Emergency programme strategies, plans and processes.
  • Provide programme management and coordination support to Emergency programmes and projects.
  • Provide technical advice on programme and policy issues.
  • Identify and mitigate key risks across the Emergencies portfolio.
  • Liaise with internal and external counterparts for effective collaboration.
  • Support the identification, development and management of potential partnerships.
  • Research and analyse policy and operational issues.
  • Support the development of a framework for strategic layering of anticipatory action, early action, and early recovering.
  • Contribute to the preparation of quality, accurate, and timely reporting on programmes and activities.
  • Support the capacity building of WFP staff, Cooperating Partners, and Third-Party Monitors.
  • Contribute to resource mobilization efforts, pipeline monitoring and prioritization exercises.
  • Guide and supervise more junior staff.
  • Gap fill as tasked across the Emergencies team, including deputizing for the Head of Emergencies.
  • Perform other duties as required.
Experience Requirements

At least five (5) year of postgraduate experience; in humanitarian operations, including related to implementation of food and/or cash assistance programmes or supporting operational information management and/or programme development. Experience in working in a multicultural environment.

Qualification Requirements

Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Languages Required: Fluency (Level C) in both oral and written communication in English, Dari and/or Pashto
