Overview

This consultancy aims to deliver a technical diagnosis of North Macedonia’s alignment with SDGs and EU frameworks for quality infrastructure, focusing on accreditation, conformity assessment, market surveillance, and metrology. The objective is to identify gaps and practical steps for supporting integration into the EU Single Market.

Tasks Summary
  • Conduct a horizontal technical gap analysis of laboratory capacity, inspection and certification bodies, and market surveillance.
  • Conduct a sector-specific technical gap analysis for priority circular economy sectors.
  • Perform a desk review of development plans and legislation.
  • Conduct in-person interviews with relevant representatives.
  • Deliver a draft diagnostic report on North Macedonia’s system of Metrology, Conformity Assessment, Accreditation, and Market Surveillance.
  • Deliver a final report incorporating feedback.
Experience Requirements
  • At least 10 years of professional experience in accreditation, conformity assessment, market surveillance, and metrology.
  • Familiarity with North Macedonia’s development landscape and its system of accreditation, conformity assessment, metrology and market surveillance.
  • Advanced understanding of the EU horizontal framework and harmonised standards for accreditation, conformity assessment, market surveillance and metrology.
  • Advanced understanding of the EU sector-specific regulatory frameworks governing priority circular economy sectors.
  • Advanced understanding of the EU Green Deal.
  • Familiarity with ILAC and IAF multilateral agreements.
  • Familiarity with OIML recommendations and WELMEC role in EU harmonization processes.
Qualification Requirements

• Advanced university degree in economics, science, public administration, or a related field.

Other Details

Languages Required: English.

Languages Preferred: Macedonian (written and spoken) is an advantage.

Contract Duration: 3 months, part-time

Work Modality: Home Country

Remuneration: Remuneration will be a daily fee based on the United Nations salary scale for consultants, commensurate with the level of the assignment and the candidate’s qualifications and experience.
