Overview

The Programme Management Office (PRMO) - Analyst will support the Country Office Director in the execution of all necessary activities for the proper implementation of assigned projects. The role provides technical support to ongoing projects within the UNOPS Panama Office.

Tasks Summary
  • Collaborate in the formulation of projects and proposals.
  • Validate compliance with project implementation and phase plans.
  • Establish and maintain a system for continuous project progress monitoring.
  • Verify project file updates, including internal and external reports.
  • Collaborate with finance, human resources, and procurement for portfolio operational management.
  • Coordinate and optimize internal information flows.
  • Coordinate the internal quality assurance process for the portfolio.
  • Monitor and analyze financial status, forecasts, and budget projections.
  • Act as Close-out Manager for all portfolio projects.
  • Provide technical advice to the Country Office Director and Project Managers.
  • Participate in meetings for strategic planning and portfolio evaluation.
  • Follow UNOPS project management norms and procedures.
  • Assist in the systematization of lessons learned.
  • Develop and maintain strategic relationships with national and international entities.
  • Support technical and strategic articulation with the Resident Coordinator's office.
  • Prepare information for project proposals, agreements, and amendments.
  • Perform steps for internal analysis and approval of new projects.
  • Advise the Country Office Director on portfolio development activities.
  • Represent UNOPS in strategic meetings with key partners.
  • Provide substantive input for project reports and documents.
  • Establish and supervise a framework for reviewing and validating implementation plans.
  • Validate compliance with Project Operational Plans and Reports.
  • Perform checks on donor contributions and commitments in the system.
  • Manage quality reviews of program/project documents and deliverables.
  • Optimize strategic communication mechanisms between the Directorate and project teams.
  • Maintain a comprehensive and updated view of the portfolio status and progress.
  • Advise the Country Office Director and project managers on reviewing partner requests.
  • Prepare financial analyses and strategic reports for portfolio projects.
  • Contribute to the formulation and management of budget changes, indicators, and financial follow-up.
  • Monitor project budgets and financial expenditures.
  • Alert and strategically advise Project Managers on financial deficits or overspending.
  • Drive periodic updates and accuracy of financial and operational data.
  • Act as a focal point for financial KPIs and reporting for the Panama office.
  • Contribute to corporate cost recovery processes through projects.
  • Lead the project closure process, acting as Close-out Manager.
  • Monitor project procurement processes to ensure efficiency.
  • Analyze and provide strategic information on corporate targets.
  • Organize and facilitate strategic staff meetings.
  • Prepare and consolidate documentation for external project meetings.
  • Review and validate reports required by counterparts and partners.
  • Manage strategic external communications related to financial reporting.
  • Participate in relevant Communities of Practice and inter-agency working groups.
  • Perform other operational and administrative actions related to projects.
  • Support any other activity consistent with their specialty assigned by their supervisor.
Experience Requirements
  • 2 to 4 years of experience in project and/or program management (administrative and/or financial management).
  • Experience in planning and programming, quality assurance, monitoring and follow-up, and operations coordination.
  • Knowledge and proficiency in computer tools at user level, specifically MS Office and/or Google Suite.
  • Advanced proficiency in spreadsheets (MS Excel and/or Google Sheets).
  • Desirable: Experience and knowledge of United Nations administrative rules and procedures in project management, procurement, finance, or operations.
  • Desirable: Proficiency in tools such as Tableau, Power BI, Looker Studio, Qlik Sense, etc.
Qualification Requirements
  • Required: University degree (or equivalent), preferably in Administration, Business Administration, Accounting, Economics, or related fields.
  • Desirable: Master's degree, preferably in Administration, Business Administration, Accounting, Economics, or related fields.
