Overview
The Security Officer will serve as the focal point for the coordination and implementation of field security arrangements, supporting project teams across multiple sites in a high-risk country context. The role aims to translate the Security Risk Management (SRM) framework into localized, actionable measures to facilitate operational continuity and promote compliance with the UN Security Management System (UNSMS).
Tasks Summary
- Assist in implementing SRM-compliant measures across UNOPS project locations.
- Contribute to Security Risk Assessments (SRAs), Premises Security Assessments (PSAs), and mitigation plans.
- Provide context-specific security advice to project teams.
- Maintain and update Security Plans, Residential Security Measures (RSMs), and Business Continuity Plans (BCPs).
- Act as the operational focal point for internal security matters.
- Review project proposals from a security perspective.
- Liaise and coordinate with UNDSS, UN agencies, and national security actors.
- Support planning and security arrangements for official missions, travel, and site visits.
- Monitor and report on security incidents.
- Ensure compliance with RSMs and mandatory mitigation measures.
- Coordinate and deliver security briefings and induction sessions.
- Develop and conduct security awareness and emergency preparedness training.
- Track compliance with mandatory security training.
- Maintain and update personnel contact lists, warden systems, and emergency communication systems.
- Provide tailored guidance to personnel on travel safety, communication procedures, and local security dynamics.
- Deliver, coordinate, and support drills and preparedness activities.
- Maintain up-to-date security documentation and records.
- Monitor security equipment and ensure operational readiness.
- Contribute to security budgeting and monitor resource utilization.
- Support compliance monitoring and maintain an internal SRM action-tracking system.
- Attend Security Cell, SMT/ASMT, and relevant coordination meetings.
- Provide timely and relevant security updates.
- Coordinate with implementing partners and security service providers.
- Supervise or provide guidance to assigned security personnel and guards.
- Facilitate effective work planning, performance monitoring and coaching.
- Encourage professional growth through on-the-job mentoring and participation in capacity-building activities.
- Promote teamwork and collaboration.
- Support the organization, facilitation and delivery of training and learning sessions on security topics.
- Participate in knowledge-sharing initiatives and Communities of Practice (CoPs).
- Conduct research on security-related topics and contribute to reports, summaries and briefing notes.
Experience Requirements
- Minimum of 2 years of relevant experience with a Bachelor’s degree in Security Management, Risk Management, Military or Police Studies, Political Science, International Relations, or a related field.
- Relevant experience is work in security management, law enforcement, military or related areas.
- Experience in security risk assessment, crisis management, and coordination with UNDSS or UN field security structures is required.
- Experience working in complex security environments.
- Experience in the use of collaboration and productivity tools (e.g. MS Office, G-Suite, etc) and web-based management systems is required.
- Experience of working in multicultural environments or UN system organizations in a developing country is desired.
- Experience in development or humanitarian contexts is desired.
