Overview
Provide technical assistance to strengthen government capacity to mobilize climate finance for climate-induced human mobility interventions.
Tasks Summary
- Conduct a brief assessment of capacity gaps and opportunities for accessing climate finance, with a particular emphasis on the Ministry of Finance.
- Identify potential entry points for engaging experts to enhance government capabilities in developing bankable project proposals and concept notes.
- Support the KDMECC implementation in Ethiopia specifically preparation for high level government meeting.
- Provide comprehensive support for the implementation of KDMECC in Ethiopia, including preparing background materials for a high-level government meeting.
- Support in integrating climate mobility considerations into Ethiopian government plans and strategies, including drafting a brief on potential entry points.
- Coordinate, lead, and actively participate in the rollout of the Technical Guide for accessing financial resources designed to avert, minimize, and address human mobility resulting from the adverse effects of climate change.
- Assist the government in preparing bankable proposals to secure climate finance.
- Support in mobilizing resources for the MECC program.
- Organize and facilitate multi-stakeholder consultation to support the experts hired by IOM for Ministry of finance in developing bankable project proposals and building a pipeline for initiatives that address the intersection of human mobility and climate change.
- Submit complete report on all deliverables along with supporting documents.
Experience Requirements
- Demonstrated knowledge and experience in project development, and institutional capacity building, particularly in designing and formulating bankable project proposals.
- Proven track record in supporting government institutions, UN agencies, or civil society organizations in areas related to climate change, adaptation, migration, or development planning.
- Demonstrated strong analytical skills and practical research expertise, including experience contributing to the development of policy frameworks and supporting government initiatives.
- Experience in organizing and delivering training, and multi-stakeholder consultations, with the ability to engage diverse actors across government, international organizations, and civil society.
- Understanding of climate-induced human mobility, displacement, and resilience-building interventions, including awareness of policy gaps and operational challenges.
- Strong coordination, communication, and stakeholder management skills, with the ability to work effectively across institutions and disciplines in complex policy environments.
Qualification Requirements
Advanced university degree (Master’s level or higher) in a relevant field such as climate change, environmental policy, development studies, economics, public policy, migration studies, law, international relations, or other related disciplines.
