Overview

Responsible for the development, management, implementation and coordination of the Immigration and Border Governance (IBG) portfolio in Libya.

Tasks Summary
  • Manage the implementation of all aspects of IOM Libya’s IBG projects.
  • Oversee, provide guidance and coordinate the work of project managers and staff.
  • Exercise quality control over all procedures and documents.
  • Support resource mobilization efforts for IOM Libya’s IBG portfolio.
  • Liaise with government entities and promote good coordination of activities.
  • Spearhead the development and implementation of IOM Libya’s strategic plan on Migration and Border Management.
  • Oversee and coordinate migration and border management activities, including capacity building trainings.
  • Support the Government of Libya in establishing and improving its identity management processes.
  • Provide strategic advice, analysis and input to stakeholders.
  • Oversee and coordinate timely submission of reporting on projects.
  • Liaise and act as the focal point for relevant interlocutors.
  • Identify and promote strategic and technical partnerships.
  • Represent IOM and participate in relevant conferences, workshops, trainings and seminars.
  • Ensure timely recruitment of staff and preparation of budgets.
  • Monitor staff performance and progress.
  • Perform other duties as assigned.
Experience Requirements
  • Seven years of relevant professional experience with a Master’s degree; or nine years of relevant professional experience with a University degree.
  • Experience in EU funded project/programme management focusing on border management.
  • Work experiences in a non-family duty station in conflict or post-conflict countries.
  • Demonstrated experience of finance, procurement and human resource management.
  • Experience in planning, organizing, and delivering trainings.
  • Experience of project development, including the associated budgets.
  • Experience in programme strategy development.
  • Experiences in conducting monitoring and evaluation (M&E).
  • Experience in writing training plans, statements of works, standard operating procedures & detailed instructions.
  • Experience providing support to national efforts in training/capacity building, law enforcement, operations, border security and/or management, security sector management is desired.
  • Previous experience in strategic/technical advisory and coordination is desired.
Qualification Requirements
  • Master’s degree in International Relations, International Law, Political or Social Sciences, Humanities, Military Science or a related field from an accredited academic institution; or University degree in the above fields.
  • Studies in the National Border or Police Academy of country of residence may be considered an equivalent diploma.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of Arabic is highly desirable. • Another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Contract Duration: 1 year with possibility of extension
