Overview

Provide technical and coordination support for the implementation of country-level activities related to loss and damage from climate change in the agriculture sector.

Tasks Summary
  • Lead the country-level baseline review of national and sector-specific disaster and L&D information systems.
  • Identify gaps related to agriculture-sector L&D data and assess alignment with FRLD eligibility requirements.
  • Coordinate with the International Expert on Vulnerability and Risk Assessment.
  • Provide technical support for country-level training workshops on assessing climate-induced L&D.
  • Support development of training materials and capacity assessment summaries.
  • Ensure lessons from regional assessments are contextualized for national stakeholders.
  • Provide technical and organizational support for multi-sectoral national consultations.
  • Draft a National Agriculture Sector L&D Response Strategy.
  • Develop an accompanying FRLD Engagement Plan.
  • Support validation workshops and revise draft strategy and engagement documents.
  • Ensure coherence with national DRRM and climate finance frameworks.
  • Support identification and preparation of potential project concepts.
  • Lead drafting of at least one FRLD-ready concept note.
  • Provide technical validation inputs on proposed project concepts.
  • Provide regular progress updates and technical inputs.
  • Assist in relevant national-level meetings and technical fora.
  • Contribute to project documentation, lessons learned, and final evaluation processes.
Experience Requirements
  • At least 10 years of relevant professional experience in climate resilience, climate finance, DRRM, or agriculture sector planning.
  • Demonstrated experience in stakeholder coordination, strategy development, and project formulation.
  • Strong familiarity with Philippine agriculture, government systems, and climate policy frameworks.
Qualification Requirements

• Advanced university degree in climate change, agriculture, environmental economics, disaster risk management, or related field

Other Details

Languages Required: • Working knowledge (level C) of English and Filipino • Excellent written and oral communication skills in English and Tagalog

Contract Duration: 150 days (total) spread over 11 months
