Overview

The consultant will lead the development of an updated, comprehensive, system-wide strategy to prevent and respond to sexual exploitation and abuse and sexual harassment across the United Nations system, along with a five-year implementation and financing plan.

Tasks Summary
  • Analyze findings and recommendations of relevant reviews to inform methodology, work plan, and consultation schedule.
  • Consult with UN entities, Member States, civil society/NGOs, local communities, and partners.
  • Develop a comprehensive draft strategy and implementation plan for review and feedback.
  • Deliver a comprehensive, actionable strategy with a five-year implementation roadmap, monitoring framework, and roll-out plan.
  • Prepare presentation materials and briefings for advisory and decision-making bodies.
  • Potentially draft the Report of the Secretary General on Special Measures for Protection from Sexual Exploitation and Sexual Abuse.
Experience Requirements
  • Extensive experience in strategy development, including in areas such as protection, safeguarding and accountability.
  • Comprehensive policy review, analysis and implementation within the United Nations system or comparable international organizations or governmental aid agencies.
  • Expertise in multi-stakeholder engagement and coordination across multiple United Nations entities, and international non-governmental organizations including inter-agency collaboration and stakeholder engagement mechanisms.
  • Demonstrated ability to translate complex policy and operational guidance into clear, practical and actionable strategies.
  • Experience engaging with Member States, civil society organizations and external partners in the context of United Nations system-wide or intergovernmental initiatives is desirable.
Qualification Requirements
  • Advanced university degree (Master's degree or equivalent) in political science, international human rights law, international affairs/relations, public administration, management or a related field.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Languages Required: Fluency in English (both oral and written) is required

Languages Preferred: Knowledge of French or Spanish is desirable. Knowledge of another official UN language is desirable.

Contract Duration: 9 months
