Overview

Provide specialized technical expertise in solar power and electromechanical engineering for UNICEF-supported infrastructure projects in Pacific Island countries and territories. The role focuses on ensuring technical quality, compliance with standards, and the successful design, installation, and maintenance of renewable energy systems.

Tasks Summary
  • Strengthen renewable energy design quality and compliance.
  • Provide expert technical input for site assessments, power/energy requirements analysis, and system designs.
  • Review and validate system sizing, component selection, and integration.
  • Advise on best practices for off-grid and hybrid renewable energy systems.
  • Conduct detailed technical design and reviews of engineering drawings and specifications.
  • Validate system designs for adequacy, efficiency, and appropriateness.
  • Ensure designs incorporate provisions for scalability, maintenance, and integration.
  • Oversee and monitor installation and commissioning of solar and renewable energy systems.
  • Conduct site inspections, quality checks, and performance testing.
  • Identify and address technical issues, non-conformities, and risks.
  • Certify completion of works and support handover.
  • Develop or adapt technical guidelines, standard operating procedures, and checklists.
  • Prepare operation and maintenance manuals and training materials.
  • Contribute to UNICEF’s internal standards and knowledge products.
  • Provide technical support during the procurement process.
  • Participate in bid evaluations, clarifications, and contract negotiations.
  • Support UNICEF contract administrators in managing contractor performance.
  • Design and deliver training sessions and workshops.
  • Facilitate knowledge transfer and mentoring.
  • Promote gender-responsive and inclusive approaches in capacity building.
  • Prepare regular progress reports, site visit summaries, and technical documentation.
  • Document lessons learned, best practices, and recommendations.
  • Ensure project documentation is complete, accurate, and archived.
Experience Requirements
  • A minimum of five (5) years in design, installation, supervision, and QA/QC of solar PV and renewable energy systems.
  • Experience with solar powered water pumps.
  • Experience in SIDS preferred.
  • Familiarity with IEC, AS/NZS, IEEE standards.
  • Experience in capacity building/knowledge transfer and stakeholder engagement.
Qualification Requirements

A university degree (Bachelors) is required in Electrical Engineering, Electromechanical Engineering, Mechanical engineering, production engineering, Renewable Energy Engineering, or related field.

Other Details

Languages Required: Fluency in English is required.

Languages Preferred: Knowledge of another official UN language or national local language of the duty station is considered as an asset.

Contract Duration: 300 working days over 36 months
