Overview

This consultancy involves updating the mapping of private sector and civil society partners in Early Childhood Development (ECD) and nutrition, exploring partnership opportunities, and developing a national public-private partnership strategy for ECD services.

Tasks Summary
  • Update mapping of existing and potential private sector and civil society partners in ECD and nutrition.
  • Explore private sector partnership opportunities in Rwanda across early learning, child protection, stimulation, health, nutrition, WASH.
  • Conduct analysis of Corporate Social Responsibility (CSR) practices of relevant private institutions in Rwanda.
  • Review existing Public-Private Partnerships (PPPs) in Rwanda and engage with MINECOFIN.
  • Explore innovative and sustainable financing mechanisms for ECD.
  • Develop recommendations on how to incentivize and support emerging private companies and social enterprises.
  • Develop a national public-private partnership strategy to guide NCDA, private sector, and civil society.
  • Identify shared value aspects for private sector investment and sustainability in ECD and nutrition.
  • Present the PPP strategy to stakeholders and integrate feedback.
Experience Requirements
  • Minimum seven years of progressively responsible work experience in private sector partnerships, Corporate Social Responsibility, or engagement strategies; preferably in Africa.
  • Experience working with Government Ministries/Departments.
  • Experience in Eastern and Southern Africa and/or good knowledge of the development and private sector context preferrably in Rwanda.
Qualification Requirements
  • Advanced Degree in Communications, Social Sciences, Public Health, Business Administration and Management, or related fields.
  • A first level University Degree in combination with significant private sector, ECD, and nutrition experiences may be accepted instead of an advanced degree.
Other Details

Languages Required: Fluency in written and spoken English is required.

Languages Preferred: Knowledge of French and Kinyarwanda is an asset.

Contract Duration: 3 months
