Overview

The incumbent will support the review and adaptation of existing health policies and the development of new health regulations in Ukraine, aligning with EU integration objectives.

Tasks Summary
  • Facilitate coordination and cross-cutting cooperation between WCO technical units to support the Ministry of Health and other national health counterparts in identifying relevant EU acquis and national regulatory frameworks for review and adaptation.
  • Support national health counterparts in conducting assessments and mapping to identify regulatory gaps in Ukraine's approximation towards EU membership.
  • Support national health counterparts in conducting policy dialogues on the transition of the Ukrainian health system towards EU approximation.
  • Provide support to the WR in facilitating partner and stakeholder coordination with organizations involved in Ukraine's accession into the European Union.
  • Contribute to the preparation of written products on health in EU accession, including reports, discussion papers, and technical notes.
  • Work closely with focal points within the United Nations System to ensure a coordinated approach towards the Sustainable Development Goals (SDGs).
  • Prepare missions for WHO staff and external consultants to Ukraine and provide support during missions and follow-up.
  • Contribute inputs to regular reports and updates on the area of work to the Country Office and the Regional Office.
  • Provide support to cross-Divisional and intercountry activities as requested.
  • Provide assistance in other areas of the work of the Country Office and CPS Division as needed.
Experience Requirements
  • At least 2 years of relevant work experience with development, adaptation or review of national or local health strategies and health policies, or overall Government EU integration processes in social sectors.
  • Relevant experience in development of health regulation, policies.
  • Relevant experience in participating in EU accession processes (negotiations, screening, preparing reports, mapping of activities).
  • Relevant experience in convening working groups or other coordination structures, involving stakeholders from various areas.
  • Relevant experience with participating in the development of surveys and assessments, preparing reports, M&E frameworks, analytical products.
  • Programme management experience in the area of public health, health reform.
  • Relevant experience with(in) WHO, UN agency, national or international health organization.
Qualification Requirements
  • First-level University degree (Bachelor's level/or equivalent) in nursing, medicine, public health or related area of study AND public administration, social sciences, international studies, legal sciences or related area of study.
  • Master's degree in one of the above-mentioned areas (Desirable).
Other Details

Languages Required: Expert knowledge of English. Expert knowledge of Ukrainian.

Languages Preferred: Intermediate knowledge of WHO language.

Contract Duration: 6 months

Work Modality:

Remuneration: Annual base salary starting at USD 43,650 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
