Overview
The Supply Chain Officer ensures the Area Office is prepared for program needs in terms of supply chain activities, including developing plans, managing procurement, fleet, and assets, and building team capacity.
Tasks Summary
- Ensure Area Office readiness for supply chain activities.
- Develop medium-to-long term Supply Chain plan.
- Communicate with senior management on key activities and issues.
- Participate in new Awards process providing technical advice.
- Conduct inductions with new staff.
- Represent Save the Children on Supply Chain workshops/trainings.
- Procure goods and services from local markets.
- Assist in contract administration and checking procurement documents.
- Assist in generating and distributing Procurement Reports/Trackers.
- Maintain up-to-date Approved Supplier Register.
- Record details of orders and ensure traceability.
- Assist in preparing monthly summary fleet reports.
- Assist in development of contracts, FWA and market/price surveys.
- Ensure order schedules and delivery lead times are met.
- Ensure approved suppliers and framework agreements are used.
- Ensure Procurement Requisitions have necessary information.
- Keep track of paper procurement files.
- Record and alert line manager of expiring contracts.
- Notify line manager of procurement issues.
- Manage SCI fleet in compliance with regulations.
- Ensure accountability of fuel management and vehicle maintenance.
- Assist in fleet management systems and monthly reporting.
- Provide support to head driver in transport management.
- Maintain and update records for vehicles and drivers.
- Manage fuel and maintenance contracts.
- Ensure planned preventative maintenance of vehicles and generators.
- Ensure drivers adhere to Save the Children policies.
- Ensure Area Office assets are checked and updated in the Asset Register.
- Support Country Office Team in managing asset lifecycle.
- Ensure all assets have unique identification numbers and are tracked.
- Regularly update asset register for changes.
- Coordinate full physical verification of asset register annually.
- Ensure effective line management of Supply Chain Assistant.
- Develop staff technical skills and capabilities.
- Build business partnering with Programmes and Finance.
- Implement and ensure compliance with Procurement, Fleet, Asset, and Warehousing policies.
Experience Requirements
- 1-6 years of prior work experience in a similar role in an NGO or private commercial sector.
- Experience in solving complex issues through analysis, definition of a clear way forward, and ensuring buy-in.
- High level experience in Procurement system, Fleet management system and Inventory management system.
Qualification Requirements
A Diploma or Bachelor’s Degree in Procurement and Supply Chain Management, Business Administration, Logistics.
