Overview
The P4 Disability Inclusion Specialist role is designed to provide strategically vital technical expertise for UNICEF Ukraine, addressing a critical gap in disability-inclusive technical expertise to influence national reforms and support service delivery models.
Tasks Summary
- Advise on embedding disability inclusion across social protection reform priorities (policy, legislation, financing, administration, service delivery, grievance/redress).
- Lead/coordinate technical inputs for inclusive reform instruments (e.g., disability-responsive targeting, case management, referral pathways, inclusive digital/ICT and accessibility features, assistive technology linkages, inclusive grievance and accountability).
- Translate global evidence and international good practice into practical, context-appropriate options for Ukraine, including costed scenarios and implementation roadmaps.
- Develop and technically supervise evidence products related to disability inclusion.
- Identify and help address data gaps on persons with disabilities across social protection reforms.
- Define disability-inclusion indicators within reform results frameworks; synthesize findings for decision-making by government and partners; and build national capacity to monitor/track.
- Commission/oversee analytical notes, studies, mappings, and lessons learned to inform reform choices.
- Build and maintain strategic partnerships with OPDs, relevant ministries and agencies, local authorities, development partners, academia, private sector and civil society.
- Convene and contribute to technical working groups/coordination mechanisms.
- Advocate for inclusive policy choices and budgets, including accessibility and assistive technology considerations relevant to social protection.
- Design and deliver tailored capacity-building for government counterparts and partners on disability-inclusive social protection design, delivery and monitoring.
- Strengthen UNICEF’s internal capacity in Ukraine on disability inclusion (policies, procedures, accessible programming and workplaces).
- Train, mentor and provide technical support to integrate disability inclusion in programme design and implementation.
- Support coordination of UNICEF’s disability inclusion across UNICEF programmes.
- Serve as a resource person within UNICEF to provide technical advice and strategic advice across UNICEF programmes on disability inclusion.
- Contribute technical inputs to concept notes, donor proposals, budgets and donor reporting across UNICEF programmes, related to disability-inclusion.
- Ensure risks to inclusion are identified and mitigation measures integrated into plans, procurement and implementation arrangements across UNICEF programmes.
Experience Requirements
- Minimum 8 years of progressively responsible experience in policy advisory and/or programme design related to disability inclusion.
- Demonstrated in-depth knowledge of Ukraine’s disability inclusion landscape, including legal/policy frameworks, institutions, and active networks of OPDs and civil society.
- Proven experience adapting international best practices to national contexts and facilitating knowledge transfer between global/regional and country counterparts.
- Experience supervising staff and managing/overseeing national experts/consultants and multi-disciplinary workstreams.
- Strong results in partnership building with government, OPDs, development partners and civil society; experience with evidence generation, indicators and inclusive M&E.
- Experience in humanitarian and fragile and recovery contexts is essential.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
Qualification Requirements
• Advanced university degree (Master’s or equivalent; or Bachelor’s plus two additional years of experience) in social policy, public administration, social protection, disability studies, international development, public policy, or a related field.
