Overview

Consultant to develop HCFC Phase-Out Management Plan (HPMP) Stage III for Qatar and HPMP Stage II for Syria, aligning with Montreal Protocol obligations and national circumstances.

Tasks Summary
  • Deliver overarching HCFC phase out strategies for Qatar and Syria.
  • Provide policy recommendations to enhance regulatory enforcement and promote alternative technologies.
  • Facilitate stakeholder consultation meetings and provide technical/policy inputs.
  • Guide data collection and verification processes.
  • Propose technical interventions for transition to low GWP refrigerants.
  • Prepare implementation roadmaps and action plans.
  • Draft and finalize HPMP Stage III (Qatar) and HPMP Stage II (Syria) project documents.
Experience Requirements
  • A minimum of 7 years of experience in ODS phase‑out and development of related projects and strategies is required.
  • Strong knowledge of the working procedures and policies of the Multilateral Fund (MLF) under the Montreal Protocol is required.
  • Experience in preparing project documents for the MLF of the Montreal Protocol, particularly HPMP projects, is required.
  • Extensive experience in ODS phase‑out strategies, regulatory frameworks, and technical interventions for sustainable cooling solutions is required.
  • Excellent analytical skills to review and integrate stakeholder feedback is required.
  • Strong report writing and data analysis skills are required.
  • Experience working with UN agencies or international organizations is an asset.
  • Regional experience in West Asia is desirable.
Qualification Requirements

An advanced university degree (master’s or equivalent) in Mechanical, Chemical, Environmental, or Energy Engineering or a related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.
