Overview

The role involves providing technical assistance for infrastructure development schemes and climate-resilient settlement development plans within the Poverty Alleviation and Inclusive Development across Rural Sindh (PAIDAR) programme.

Tasks Summary
  • Conduct initial scoping of Rural Growth Centres (RGCs).
  • Develop Project Concept-I (PC-I) for selected development schemes.
  • Monitor and guide subcontracted agencies for engineering design.
  • Oversee ongoing development schemes at RGC Chuhar Jamali.
  • Ensure completion of Climate Resilient Settlement Development Plans (CRSDPs) with surveys and designs.
  • Oversee the creation of engineering designs for infrastructure elements.
  • Ensure development of Standard Operating Procedures (SOPs) and an Implementation Manual.
  • Assist in the creation of a CRSDP and Village Development Dashboard.
  • Oversee on-site implementation of infrastructure interventions.
  • Engage with community representatives for feedback and capacity building.
  • Establish quality assurance protocols and conduct inspections.
  • Develop Terms of Reference (ToRs) for additional expertise.
  • Introduce reporting mechanisms for piloting solutions.
  • Ensure compliance with environmental and social safeguards.
  • Maintain project documentation and prepare progress reports.
Experience Requirements
  • At least three (3) years of work experience in infrastructure project design and implementation, ideally in rural or community-based settings is required.
  • Experience in evaluating the needs, conditions and problems in developing countries related to infrastructure development is desirable.
Qualification Requirements
  • Advanced university degree in civil engineering, urban planning or other relevant discipline is required.
  • Alternatively, a first level university degree or an advanced technical college diploma may be acceptable provided it is combined with additional 3 years of professional hand-on experience that is directly relevant to the expertise required by the specific assignment.

Languages Required: Fluency in written and spoken English is required. Fluency and/or working knowledge of Urdu is required.
