Overview

Provides expert support to project development, planning, and coordination across healthcare infrastructure and service delivery initiatives. The role ensures effective and efficient project delivery by originating new approaches and driving improvements in project management practices.

Tasks Summary
  • Coordinate and oversee effective planning, implementation, and monitoring of projects.
  • Support day-to-day project operations, liaising with partners, donors, and beneficiaries.
  • Ensure project activities align with UNOPS policies, donor/partner requirements, and quality standards.
  • Provide analytical and operational support, track financial and performance data, and identify/coordinate solutions for risks or challenges.
  • Coordinate preparation of project documents, including concept notes, proposals, and budgets.
  • Draft and/or review funding agreements and other project documents.
  • Manage and monitor progress against scope, time, cost, and quality tolerances.
  • Embed sustainability principles across project activities.
  • Contribute to the identification and development of new project opportunities.
  • Oversee financial planning, monitoring, and reporting.
  • Manage cash flow, expenditures, and financial commitments.
  • Coordinate with finance and procurement teams for compliance and documentation.
  • Prepare and review financial reports and participate in project audits.
  • Maintain effective working relationships with donors, partners, national authorities, and other stakeholders.
  • Facilitate internal coordination among project teams, technical experts, and support functions.
  • Represent the project in meetings and external engagements.
  • Coordinate, prepare, and issue timely project reports.
  • Regularly review project status and evaluate performance criteria.
  • Provide oversight and analysis of delivery data within the dashboard system.
  • Perform maintenance and implementation of monitoring and evaluation systems.
  • Ensure projects submit and regularly update specific milestones and targets.
  • Provide project analysis reports and information to the Support Services Manager/Officer.
  • Coordinate and oversee implementation of requests or initiatives from the Regional Office, AUMCO, POC, and HQ Teams.
  • Exercise control of personnel issues within the PMO/PSO unit, including recruitment, on-boarding, and performance reviews.
  • Contribute to the development and maintenance of budget and resource availability tables.
  • Promote and support a learning culture.
  • Foster a positive work environment.
  • Support training and learning sessions on project management.
  • Participate in knowledge-sharing initiatives and Communities of Practice.
  • Conduct research on project management-related topics.
Experience Requirements
  • Minimum of 7 years of progressive experience in project management, with a focus on healthcare infrastructure and service delivery.
  • Demonstrated experience in developing and implementing project management policies, techniques, and standards.
  • Proven experience in leading and directing substantive teams and junior managers.
  • Desired: Experience working in international development or humanitarian settings.
Qualification Requirements
  • Required: Bachelor’s degree (or equivalent) in any discipline with 9 years of relevant experience OR Master’s degree (or equivalent) in any discipline with 7 years of relevant experience.
  • Desired: Project Management Professional (PMP) certification.
