National Consultant to support civil works for WASH, IPC & Climate Resilient Health Facilities in Sudan

Overview

The consultant will supervise and provide technical guidance for minor rehabilitation works related to WASH, IPC, and climate resilience in targeted health facilities to enhance their functionality and resilience.

Tasks Summary
  • Conduct and review on-site assessments of targeted health facilities to identify gaps and requirements in infrastructure, WASH, and IPC, and climate resilience related interventions.
  • Review existing conditions and recommend practical interventions to meet minimum WASH/IPC standards and enhance climate resilience.
  • Support the specific assessment of climate change at health care facilities.
  • Collaborate with ministry of health engineers to conduct assessment for the inaccessible health facilities and develop need assessment report for the targeted health facilities.
  • Develop need assessment report for the targeted health facilities.
  • Develop and provide and review minor rehab plans, considering technical guidance and standards for minor rehabilitation, WASH and IPC interventions in areas of improved water supply systems, sanitation facilities, waste management systems, and ventilation enhancements.
  • Identify and incorporate climate-resilient measures, such as installing protective screens, using weather-resistant construction materials, and creating shaded patient waiting areas.
  • Collaborate with implementing partners or hospital teams through developing, revising and approving the technical specifications and bills of quantities (BOQs).
  • Technical Support the revision and drafting of the tender and bidding documents.
  • Support the procurement process in getting technical clearance from regional office.
  • Support the procurement team in the technical evaluation stage of the bids with the required clearances as non-staff to participate in the procurement process.
  • Collaborate with hospital teams through developing, revising and approving the contractor work plan and facilitating site hand over to contractor.
  • Oversee contractor performance (whether IP and or their subcontracted entities) throughout project implementation for quality assurance of implementation.
  • Review and approve technical submittents, including shop drawings, material samples, and calculations.
  • Verify and approve interim payments with direct implementation and ensure adherence to contract terms and timelines.
  • Ensure integration of the Social and Environmental Safeguards Framework into project activities and related contractual procedures.
  • Conduct orientation sessions for contractors and facility staff on safeguard requirements and compliance.
  • Regularly monitor the implementation of hospital plans with the contractor or implementing partners in collaboration with health facility management.
  • Track progress and document variations or issues encountered during implementation.
  • Handover and issuance of substantial completion certificates for rehabilitation work at hospitals and PHCs.
  • Submit detailed monthly progress reports and provide final consultancy report summarizing achievements, challenges, and recommendations.
  • Provide technical input for any additional tasks related to WASH/IPC and minor rehabilitation activities as required by WHO.
Experience Requirements
  • From 5 to 6 years of relevant experience in project management, infrastructure rehabilitation, and WASH/IPC.
  • Proven expertise in preparing tender documents and supervising construction works.
  • Experience working with WHO, other UN agencies, or international development organizations (desirable).
  • Knowledge of climate-resilient construction practices (desirable).
Qualification Requirements

• Minimum first university degree for lower end of range in civil/architecture engineering or a related field.

Languages Required: Fluency in written and spoken English and Arabic.
