Overview

The Resources Management Officer will oversee financial management, treasury, and human resources functions for the Country Office, ensuring compliance with IOM regulations and procedures.

Tasks Summary
  • Monitor and oversee financial management, expenditure, and accountability.
  • Supervise treasury management by forecasting cash flows and controlling disbursed funds.
  • Prepare programme and budget reports, and review monthly accounts.
  • Prepare financial analysis of projects and oversee budget control.
  • Assist in budget preparation for new projects.
  • Provide technical support to project managers on administration, finance, and HR.
  • Maintain internal controls to safeguard assets and prevent fraud.
  • Inspect payroll versus budgets and validate salary allocations.
  • Recommend improvements to internal monitoring, evaluation, and control systems.
  • Manage the Human Resources function and make recommendations on recruitment and personnel administration.
  • Oversee Supply Chain services, including contracts, fleet management, and support services.
  • Liaise with legal and procurement units for agreement and PO review.
  • Supervise ICT staff.
  • Supervise and train local staff on administrative/financial policies.
  • Participate in UN meetings.
  • Serve as Officer-in-Charge in the absence of the CoM.
Experience Requirements
  • Five years of relevant professional experience with a Master’s degree or equivalent.
  • Seven years of relevant professional experience with a University degree.
  • Proven international experience in a similar position.
  • Experience in international financial administration, including financial management, accounting, and budgeting.
  • Experience in human resources, procurement, and logistics.
  • Experience using an Enterprise Resource Planning system.
  • Experience in emergency operations is an advantage.
  • Experience in monitoring and evaluation and/or audit is an advantage.
Qualification Requirements
  • Master’s degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution.
  • University degree in Finance, Accounting, Business Administration, Management or a related field from an accredited academic institution.
  • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of Portuguese is highly desirable. • Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.

Contract Duration: 1 year, with possibility of extension
