Overview

The role focuses on strengthening monitoring, evaluation, accountability, and learning (MEAL) systems to ensure intervention quality, accountability to affected populations, efficient resource use, and continuous improvement of UNHCR programs in Mali.

Tasks Summary
  • - Design, finalize, and maintain project results framework/logical framework.
  • - Define, document, and update MEAL indicators.
  • - Develop, budget, and update the MEAL Plan.
  • - Ensure systematic integration of MEAL into operational planning.
  • - Design, test, and deploy data collection tools.
  • - Establish a system for regular monitoring of activities.
  • - Consolidate, analyze, and interpret performance data.
  • - Produce and update analytical dashboards.
  • - Establish and manage a centralized, secure MEAL database.
  • - Develop and implement Data Quality Assurance (DQA) procedures.
  • - Ensure data traceability, evidence management, and archiving.
  • - Train and support teams and partners on MEAL standards.
  • - Plan and coordinate baseline, mid-term, and final evaluations.
  • - Develop technical terms of reference for evaluations and studies.
  • - Supervise external consultants.
  • - Support the analysis and strategic use of evaluation findings.
  • - Design and operationalize accountability mechanisms for beneficiaries.
  • - Ensure beneficiaries have access to feedback mechanisms.
  • - Analyze beneficiary feedback and ensure its integration into decision-making.
  • - Document and report on actions taken in response to feedback.
  • - Establish structured learning mechanisms.
  • - Promote the use of MEAL data for adaptation of interventions.
  • - Produce learning briefs, case studies, and knowledge products.
  • - Document and disseminate best practices.
  • - Produce periodic narrative reports.
  • - Contribute to cost-effectiveness and Value for Money analyses.
  • - Provide reliable data for reviews, audits, and missions.
  • - Respond to ad hoc donor requests.
  • - Provide MEAL technical support to component leads and partners.
  • - Strengthen MEAL capacities of internal teams and partners.
  • - Actively participate in coordination, planning, and performance review meetings.
  • - Contribute to the harmonization of MEAL practices.
  • - Ensure compliance with ethical standards, data protection, and informed consent.
  • - Integrate gender, youth, inclusion, and safeguarding dimensions.
  • - Ensure project compliance with safeguarding and protection policies.
Experience Requirements
  • 7 years of relevant professional experience in MEAL, monitoring and evaluation, or data management within development or humanitarian projects.
  • Internship, consultancy, or volunteer experience in MEAL functions will be considered an asset.
  • Initial exposure to projects funded by international donors (NGOs, foundations, bilateral or multilateral donors) is desirable.
  • Basic understanding of results frameworks, logical frameworks, theories of change, and indicators.
  • Experience or familiarity with data collection tools (surveys, monitoring forms, interviews).
  • Ability to support quantitative and qualitative data collection and basic data analysis.
  • Working knowledge of digital data collection tools (e.g. KoboToolbox, ODK) and data management using Excel.
  • Familiarity with Data Quality Assurance (DQA) principles is an advantage.
  • Basic understanding of accountability to beneficiaries, feedback mechanisms, and ethical data collection practices.
  • Awareness of safeguarding, data protection, and informed consent principles.
  • Willingness and ability to learn and apply MEAL best practices.
  • Strong attention to detail and organizational skills.
  • Good analytical and problem-solving abilities.
  • Ability to work collaboratively with field teams and partners.
  • Strong written and verbal communication skills
Qualification Requirements

Bachelor's degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Social Sciences, Public Health, or a related field.

Languages Preferred: English, Level: Working knowledge, Desirable

Contract Duration: 12 months (with possibility of extension)
