Overview
The role of Financial Officer - Verification Agent involves acting as a Financial Verifying Agent on FPI financial and contractual transactions related to projects managed by the FPI/EPF in Headquarters, ensuring compliance with applicable rules and procedures.
Key Responsibilities
- Act as Financial Verifying Agent on FPI financial and contractual transactions related to projects managed by the FPI/EPF.
- Ensure all financial steps in relations to these transactions (verification of the Financing Decision and Budgetary Impact statements, capacity assessment, LEF and BAF approval, financial guarantees, etc.).
- Ensure proper follow-up of the contracts.
- Facilitate the correct and efficient use of the budget.
- Contribute to different guidance documents and manuals, briefings, internal presentations and trainings, to audits, reporting.
- Provide support to the operational unit in the management of calls for tender, calls for proposals, and contract negotiations.
- Review draft tender dossier or call for proposals documents to ensure good quality tender and contractual documents.
- Participate as Secretary or Chair in the Evaluation Committees for procurement and call for proposals.
- Coordinate with Commission line DGs and the EEAS on EU policies.
- Act as Financial Initiating Agent, as needed.
Required Experience
- At least 3 years’ experience in financial and procedural rules related to contracts, procurement and grants.
- Ideally in a Financial Unit within the Commission where knowledge of financial and contractual management rules and Commission procedures, in both indirect and direct management, has been acquired.
Qualifications
• A level of education which corresponds to completed university studies of at least three years attested by a diploma.
