Overview

The role of Financial Officer - Verification Agent involves acting as a Financial Verifying Agent on FPI financial and contractual transactions related to projects managed by the FPI/EPF in Headquarters, ensuring compliance with applicable rules and procedures.


Key Responsibilities
  • Act as Financial Verifying Agent on FPI financial and contractual transactions related to projects managed by the FPI/EPF.
  • Ensure all financial steps in relations to these transactions (verification of the Financing Decision and Budgetary Impact statements, capacity assessment, LEF and BAF approval, financial guarantees, etc.).
  • Ensure proper follow-up of the contracts.
  • Facilitate the correct and efficient use of the budget.
  • Contribute to different guidance documents and manuals, briefings, internal presentations and trainings, to audits, reporting.
  • Provide support to the operational unit in the management of calls for tender, calls for proposals, and contract negotiations.
  • Review draft tender dossier or call for proposals documents to ensure good quality tender and contractual documents.
  • Participate as Secretary or Chair in the Evaluation Committees for procurement and call for proposals.
  • Coordinate with Commission line DGs and the EEAS on EU policies.
  • Act as Financial Initiating Agent, as needed.
Required Experience
  • At least 3 years’ experience in financial and procedural rules related to contracts, procurement and grants.
  • Ideally in a Financial Unit within the Commission where knowledge of financial and contractual management rules and Commission procedures, in both indirect and direct management, has been acquired.
Qualifications

• A level of education which corresponds to completed university studies of at least three years attested by a diploma.

Other Details
Languages Required
• A thorough knowledge (minimum level C1) of one of the 24 official languages of the EU. • A satisfactory knowledge (minimum level B2) of a second official language of the EU, to the extent necessary for the performance of the duties. • An excellent knowledge of English, both written and orally.
Languages Preferred
• A good knowledge of French is an asset.
Contract Duration
The duration of the first contract will be 2 years. Subject to the interest of the service, the contract may be renewed one or more times up to a maximum duration of 6 years.
Work Modality
The place of employment will be in Brussels.
