Overview
The Site Management Field Officer is responsible for community-led projects, district-level coordination, IDP hosting site management, local stakeholder capacity building, information management, and assisting other DRC field teams with project implementation. The role ensures the quality of implementation and follow-up of all technical aspects of emergency site management activities.
Tasks Summary
- Establish and train representative and inclusive community-based site management committees.
- Support site planning to ensure dignified living conditions for IDP site residents.
- Monitor sites to identify needs, new arrivals, service gaps, and duplication of efforts.
- Plan, support, and organize social cohesion-building activities.
- Support multi-sectorial assessments of IDP needs.
- Ensure CCCM programming is community-led and incorporates genuine community feedback.
- Lead the implementation of Group Cash Transfer activities at the field level.
- Oversee the implementation of the Community Feedback Mechanism (CFM).
- Ensure referral pathways are functional across DRC-managed sites/areas.
- Initiate safety audits across IDP sites.
- Support in conducting intention surveys and headcounts.
- Ensure organization and implementation of emergency activities.
- Support beneficiary identification, assessment, and selection processes.
- Ensure collection of data is up to date.
- Coordinate and maintain constructive relationships with local government institutions, local NGO partners, and other international organizations.
- Represent DRC with communities, local authorities, site partners, and other stakeholders.
- Build and maintain mutually respectful relationships with site management, service providers, local authorities, and IDP community members as well as host community members.
- Foster collaborative relationships with local authorities.
- Attend and facilitate meetings with stakeholders.
- Establish, support, and aid in the design of site management committees.
- Support representative committees and community groups, ensuring inclusion.
- Support and promote the participation of women, youth, people with specific needs, and marginalized groups.
- Establish, maintain, and actively utilize networks of key informants at IDP sites.
- Ensure the timely registration of new IDPs.
- Support in the drafting of weekly situation reports.
- Provide, document, and track timely referrals and service requests.
- Update public information boards with site management and partner information.
Experience Requirements
- Previous experience working in the field with an INGO/UN agency and in an emergency setting.
- Proven experience in cash programming and group cash transfer methodologies.
- Min. 2 years of experience in a similar job or related Job.
- Good computer skills especially in MS Word and MS Excel.
- Experience in working with ODK, Kobo and data analysis.
- CCCM experience is desirable.
Qualification Requirements
- Diploma / Bachelor’s degree desirable.
- Essential computer literacy (Microsoft Office Suite, email etc.)
