Overview
Consultancy to develop two integrated Policy & Budget Advocacy training modules for the KREASI program, focusing on education sector budget and policy. The role involves developing training materials, co-leading a Training of Trainers (TOT) session, and producing a final report.
Tasks Summary
- Develop Advocacy Training Modules I and II for District Trainers.
- Develop an Advocacy TOT Training Module for Master Trainers.
- Co-lead a five-day TOT for Master Trainers in Jakarta.
- Submit a final report summarizing deliverables and recommendations.
- Finalize training content based on the illustrative syllabus.
- Meet with Save the Children to discuss learning objectives and source material.
- Review Indonesian language materials used by KREASI.
- Provide input on module alignment with national policies and program objectives.
- Suggest integration of climate change, gender equality, disability, and social inclusion (GEDSI) considerations.
- Develop training modules in Indonesian language, applying adult learning principles.
- Design interactive sessions with learning objectives, key concepts, and detailed session plans.
- Develop PowerPoint slides, worksheets, handouts, and pre/post-tests.
- Co-facilitate the TOT for District Trainers with Save the Children Master Trainers.
Experience Requirements
- At least 8–10 years of experience in decentralized budget and policy advocacy.
- Demonstrated expertise in adult learning and interactive training methods.
- Experience leading the design and delivery of Training of Trainer programs.
- Experience leading the development of training packages grounded in evidence-based pedagogy.
- Proven experience in the design and delivery of Training of Trainers (ToT) or capacity-building initiatives for education stakeholders and government counterparts involved in planning, budgeting, or policy advocacy.
- Experience developing facilitator guides, session plans, case studies, practical exercises, and training materials related to policy advocacy, decentralized governance, or public sector planning and budgeting.
- Demonstrated ability to translate complex policy, budgeting, and planning processes into accessible learning materials for adult learners.
- Demonstrated experience facilitating adult learning processes, including participatory training methods, coaching and mentoring, and peer learning approaches.
- Demonstrated commitment to inclusive and equitable policy processes, including attention to gender equity, disability inclusion, and marginalized community participation.
- Experience supporting civil society engagement in decentralized governance in low-resource contexts.
- Knowledge of Indonesia’s district-level planning and budgeting mechanisms (e.g., RKPD, Renstra, APBD) and national education policy frameworks is required.
Qualification Requirements
• Advanced degree in Public Policy, Education Policy, Development Studies, Public Administration, Economics, or related field.
