National Consultant on the Development of the Adaptive Social Protection Strategy in Uzbekistan

Overview

The National Consultant will develop the National Adaptive Social Protection Strategy and its Implementation Plan in Uzbekistan, aiming to strengthen the resilience and responsiveness of the social protection system to shocks.

Tasks Summary
  • Undertake a desk review, including findings of the Climate Vulnerability Needs Assessment.
  • Develop the draft National ASP Strategy and its Implementation Plan.
  • Present and submit the draft Strategy.
  • Review existing legislation, policies, strategies, and programmes related to social protection, disaster risk reduction, climate adaptation, and emergency response.
  • Develop a time-bound and costed Implementation Plan with defined institutional responsibilities, sequencing of actions, and a monitoring framework.
  • Provide contextual, institutional, and coordination support for the strategy development.
  • Lead translation of the draft and final versions of the strategy into Uzbek (and Russian, if needed).
  • Analyze the existing social protection, disaster risk management, and climate adaptation architecture.
  • Design a time-bound and cost-effective Implementation Plan.
Experience Requirements
  • At least 10 years of progressively responsible experience in social protection systems reform, including demonstrated involvement in the design, development and/or implementation of national strategies, institutional frameworks or large-scale policy reforms.
  • Demonstrated experience in coordinating or leading interventions, proven expertise in adaptive or shock-responsive social protection, including integration of social protection with disaster risk management and climate adaptation systems, preferably in a national context.
  • Demonstrated experience working with government institutions and development partners in complex reform environments, including preparation of high-level policy documents and implementation roadmaps.
  • Familiarity with relevant international normative frameworks, including the Convention on the Rights of the Child (UNCRC) and the Convention on the Rights of Persons with Disabilities (UNCRPD).
  • Prior experience working with UNICEF or other UN agencies is an asset.
  • Proven track record in quantitative and qualitative data collection and analysis, including analytical summaries and documentation of results and lessons learned.
Qualification Requirements
  • Master’s degree in law, social sciences, international relations, or other relevant field.
  • Advanced degree in the same fields will be an asset.
Other Details

Languages Required: Proficiency in written and spoken English and Uzbek is required.

Languages Preferred: Knowledge of Russian is considered an asset.

Contract Duration: The first full draft of the National ASP Strategy and its Implementation Plan shall be submitted within six (6) months from the official start date of the contract.

Work Modality: Local travel is applicable.
