Overview
Consultant to conduct a costing analysis and generate evidence to support the Government-led transformation of the disability support system in Albania, focusing on extra costs for children with disabilities.
Tasks Summary
- Prepare an inception report.
- Conduct a desk review of relevant studies, analysis, and legal framework.
- Facilitate participatory consultations, including meetings with government representatives, CSOs, and focus group discussions with parents, children, and persons with disabilities.
- Conduct market research to identify and consolidate costs of goods and services.
- Develop child profiles illustrating combined costs.
- Present findings and finalize the analysis through a workshop.
- Prepare a final study report and policy brief.
Experience Requirements
- At least 10 years of progressive professional experience in social protection with a focus on disability inclusion social protection policies and programmes.
- Proven experience in conducting policy analysis and advising on inclusive disability social protection systems, with a special focus on children with disabilities (cash and care services).
- Demonstrated experience of the Albanian social protection and public finance, including roles of national and local institutions, existing service models, and relevant legal/policy frameworks.
- Demonstrated experience on EU and international standards and practices, and UNICEF policies related to inclusive disability social protection systems, especially focused on children with disabilities.
- Experience with similar exercises in other countries and market research will be a value added.
Qualification Requirements
Advanced university degree (master’s or higher) in Human Sciences, Social Policy, Psychology, Human/Child Rights, Public Policy, Sociology, or a related field.
