Overview

Advise the head of the WHO country office and other staff on all aspects of country office operations, interpreting policies, systems and procedures. Manage staff and operations teams in delivering a full range of services.

Tasks Summary
  • Advise on country office operations, interpreting policies, systems and procedures.
  • Provide solutions grounded in policy compliance and responsiveness to business needs.
  • Advise on internal operational and administrative risks and propose mitigation measures.
  • Manage staff and operations teams in budget and finance, human resources, procurement, ICT, security, and general administration.
  • Oversee financial resources management, including planning, monitoring, reconciliation, reporting, budget preparation, and award/cash management.
  • Participate in the formulation, negotiation, and consultation of project proposals funded by external agencies.
  • Advise on and manage the formulation and implementation of the country office human resources plan.
  • Guide planning with focus on administrative/budgetary policies and procedures.
  • Manage the procurement of goods and services.
  • Ensure the provision of office and staff security and safety services.
  • Introduce innovations and adjustments in methods and processes for improved efficiency and effectiveness.
  • Coordinate with the Business Operations network to harmonize business processes.
  • Represent WHO in and participate actively in the United Nations operations management team and other interagency meetings.
  • In emergency settings, plan, recommend and implement systems, norms and procedures for resource management within the incident management system.
Experience Requirements
  • A minimum of 7 years of work experience relevant for the position (leading and performing a wide range of administrative services, including supervision of staff).
  • Experience with WHO/United Nations or other international organization (desirable).
  • Good knowledge of programme management and end-to-end business processes (desirable).
  • Experience in project management, ideally in the United Nations system and/or a public health context (desirable).
  • Good knowledge of enterprise resource planning systems (desirable).
Qualification Requirements
  • Advanced university degree (master's) in finance, management, accountancy, economics, or business administration or equivalent areas.
  • Bachelor's degree/training/certification in human resource, accounting, finance, monitoring and evaluation (desirable).
Other Details

Languages Required: • Expert knowledge of English.

Languages Preferred: • Intermediate knowledge of Arabic.

Contract Duration: 1 Year

Work Modality:

Remuneration: • Annual base salary starting at USD 86,027 (subject to mandatory deductions for pension contributions and health insurance, as applicable). • Variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3706 per month for the duty station indicated above. • Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
