Overview
International Consultant to support the Government of Moldova in enhancing technical and institutional capacities for mainstreaming climate change into sectoral strategies, policies, and plans, and for mobilizing resources to meet climate goals.
Key Responsibilities
- Conduct Capacity Needs Assessment (CNA) including desk review, stakeholder consultations, institutional and resource assessment, and skills gap evaluation.
- Develop Training Programme designs based on CNA findings, competency frameworks, and training needs data.
- Prepare and validate training materials, conduct train-the-trainer sessions, and develop a monitoring and evaluation framework.
- Oversee and provide technical mentoring to local consultants, ensuring adherence to UNEP gender and inclusivity standards.
- Report progress and technical recommendations to the UNEP Project Manager.
Required Experience
- Minimum of 7 years of progressively responsible professional experience in climate change policy, NDC implementation support, and/or institutional capacity building in developing countries.
- At least 4 years of demonstrated experience in designing and implementing capacity building programs for government institutions on climate change, environmental policy, or sustainable development.
- Proven track record of working with national governments on NDC development, implementation, or related climate policy processes.
- Experience in conducting institutional assessments and developing tailored capacity building strategies.
- Experience in at least 3 developing country contexts, preferably including Eastern Europe, Central Asia, or similar transition economies.
Qualifications
Advanced university degree (Master's degree or equivalent) in environmental science, climate change policy, international development, public policy, institutional development, or closely related field with 7 years of relevant work experience. A first-level university degree in combination with 9+ years of qualifying experience may be accepted in lieu of the advanced university degree.
