Overview

The Programme Officer (Labour Mobility and Social Inclusion (LMI)) will be responsible for managing, coordinating and overseeing the activities of the Labour Mobility Division (LMD) in IOM Libya.

Tasks Summary
  • Oversee the effective development and implementation of the Labour Mobility Division (LMD) by exercising administrative, operational and financial management responsibility for relevant projects.
  • Provide operational management, guidance and technical supervision to Labour Mobility Division (LMD) national and international staff.
  • Establish, maintain and further expand strong relationships across United Nations (UN) Agencies, humanitarian organizations, government and community interlocutors.
  • Identify priorities and coordinate the design and development of new projects and activities.
  • Ensure timely and quality preparation and submission of all programme reports.
  • Coordinate and manage the elaboration and compilation of programme updates/briefs for donors, government and other relevant stakeholders.
  • Monitor progress against strategic objectives and programme benchmarks.
  • Oversee the production of visibility/communications materials.
  • Supervise and provide technical support to all relevant Programme staff.
  • Mentor and support staff, conduct relevant trainings and ensure the capacity building of Programme staff.
  • Coordinate the development, dissemination and regular update of assessment and monitoring tools.
  • Draft Standard Operating Procedures (SOPs) for Programme activities, if required.
  • Oversee the development and maintenance of data collection and analysis mechanisms.
  • Undertake travel duties nationally or internationally, as required.
Experience Requirements
  • Master’s degree with five years of relevant professional experience; or, University degree with seven years of relevant professional experience.
  • Experience in programme conceptualization, development, monitoring, reporting and evaluation.
  • Experience in programme development and capacity-building activities.
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions.
  • Familiarity with financial and business administration.
  • Sound and proven understanding of internal and international migration issues in the country and in the region.
  • Experience in organizing consultations, workshops and seminars with high level stakeholders.
  • In depth knowledge of the broad range of migration related subject areas dealt with by the Organization.
  • Knowledge of UN and bilateral donor programming.
Qualification Requirements
  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution.
  • University degree in the above fields.
Other Details

Languages Required: • Fluency in English is required (oral and written).

Languages Preferred: • Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Contract Duration: • Special Short Term Graded (Up to 9 months) • Initial Contract Duration: 6 months, with possibility of extension
