Overview

The Programme Officer will contribute to the design and implementation of disaster management and climate mobility projects, ensuring operational coordination and supporting preparedness and response activities.

Tasks Summary
  • Contribute to the design of disaster management and climate mobility projects.
  • Support the development of concept notes and proposals.
  • Assist in mapping recurrent hazard cycles and integrating seasonal contingency planning.
  • Coordinate day to day implementation of disaster and climate-related activities.
  • Facilitate operational planning with logistics teams.
  • Support the development and roll out of M&E tools.
  • Contribute to donor reports and internal dashboards.
  • Facilitate seamless coordination between field operations and Manila-based units.
  • Represent IOM in sectoral/cluster meetings.
  • Maintain regular communication with local authorities and partners.
  • Support the update and activation of contingency plans.
  • Participate in rapid assessments and emergency deployments.
  • Contribute to maintaining emergency rosters and mapping suppliers.
  • Oversee routine operational checks of the Legazpi warehouse.
  • Assist in planning and monitoring programme budgets.
  • Ensure compliance with environmental, protection, and accountability standards.
  • Perform other related duties as assigned.
Experience Requirements
  • Seven years of relevant professional experience.
  • Experience in disaster management, emergency response, or DRR, preferably in contexts with cyclical or recurrent natural hazards.
  • Experience coordinating with logistics, supply chain, warehousing, or field operations.
  • Experience supporting processes for programme implementation is an advantage.
  • Prior experience with UN, IOM, or other humanitarian actors is desirable.
Qualification Requirements

• Master's degree in Project Management, Disaster Management, Humanitarian Affairs, International Relations, Social Sciences, or related field.
