Overview

Provide technical writing, synthesis, and coordination support to develop, refine, and finalize the HIV component of Indonesia’s GC8 Funding Request, focusing on Care, Support and Treatment (CST), Elimination of Mother to Child Transmission of HIV (EMTCT) and TB-HIV.


Key Responsibilities
  • Review Global Fund GC8 guidance documents and national HIV strategic plans.
  • Ensure alignment of proposed interventions with national priorities, epidemiological gaps, human rights, gender, and integration principles.
  • Lead drafting of HIV narrative sections related to CST, EMTCT, and TB-HIV.
  • Ensure coherence between narrative sections, modular tables, indicators, targets, budgets, and implementation arrangements.
  • Incorporate lessons learned from previous Global Fund grants.
  • Coordinate with MoH technical teams, WHO, CCM members, civil society, and community representatives.
  • Participate in technical meetings, writing retreats, and review sessions.
  • Revise drafts iteratively in response to feedback.
  • Support final consolidation and submission of the HIV component.
  • Provide technical writing support during the Global Fund review process, including responses to TRP comments and clarifications.
Required Experience
  • At least 5 years of experience in HIV programming.
  • Strong knowledge of CST, EMTCT and TB-HIV.
  • Direct involvement in the development of Global Fund funding requests.
  • Demonstrated and verifiable experience in drafting Global Fund funding requests (HIV component preferred).
  • Direct engagement with the Global Fund Technical Review Panel (TRP) process and responses to TRP comments.
  • Strong understanding of Global Fund modular frameworks, results-based financing, and grant architecture.
  • Proven ability to synthesize technical inputs from multiple stakeholders into clear, compelling narratives.
  • Prior experience working with WHO, UN agencies, Ministries of Health, or Country Coordinating Mechanisms (CCMs) is a strong asset and highly desirable.
Qualifications

• Advanced degree in public health, medicine, social sciences, or a related field.
