Overview
The incumbent will drive the design, coordination, and implementation of WFP’s climate change adaptation, disaster risk reduction, emergency preparedness, and resilient food systems portfolio in the Kyrgyz Republic. The position will provide technical and operational inputs across climate resilience initiatives, advance donor engagement and support resource mobilization efforts, and contribute to capacity-strengthening for government counterparts, partners, and WFP staff.
Key Responsibilities
- Contribute towards the development of relevant projects, plans and processes.
- Provide project management support to specific and defined programmes and projects.
- Follow data gathering and monitoring systems.
- Research and analyse policy and operational issues.
- Contribute to the preparation of accurate and timely reporting on programmes and activities.
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
- Support the identification, development and management of potential partnerships.
- Support the capacity building of WFP staff, partners and national government.
- Provide guidance to support staff.
- Provide technical and operational support for the design, coordination, and implementation of activities related to climate change adaptation, disaster risk management (DRM), emergency preparedness, and food systems transformation.
- Monitor and analyse key contextual, environmental, and operational factors influencing climate adaptation, DRM, emergency preparedness, and resilient food systems.
- Contribute to the expansion and strategic positioning of WFP’s climate resilience and DRM portfolio.
- Contribute to strengthening national implementation capacity by facilitating practical technical support for government counterparts.
- Support monitoring, data management, and documentation across climate resilience projects.
- Contribute to the preparation of funding proposals and concept notes for new resource-mobilization opportunities.
- Contribute to the overall office work, including respective focal points and tasks beyond the above-mentioned.
- Perform any other tasks as required.
Required Experience
- Has experience supporting the implementation of technical programmes in areas such as climate resilience, disaster risk management, emergency preparedness, or related development fields.
- Has contributed to programme design or provided inputs into operational planning and delivery.
- Has supported activities related to anticipatory action, early warning/early action, or other risk-informed programming approaches.
- Has familiarity with food systems or agricultural development and understands their linkages to climate resilience, livelihoods, and food security.
- Has exposure to programme modalities such as food assistance, cash-based transfers, technical assistance, and capacity strengthening, ideally in coordination with government or development partners.
- Has experience supporting emergency response, crisis management, or early recovery efforts in collaboration with national authorities or international partners.
- Has participated in or contributed technical inputs to discussions, processes, or coordination mechanisms related to climate change adaptation, disaster risk management, or resilience programming.
- Has contributed to policy discussions or provided technical inputs to processes related to climate change adaptation, disaster risk management, or resilience, including participation in coordination mechanisms or strategy development.
- At least one year of postgraduate professional experience in climate resilience, disaster risk management, emergency preparedness, food systems, rural development, or other related programme fields, including work with government counterparts, development partners, or participation in policy or technical support processes.
Qualifications
• Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
