Overview

Consultancy to review and document similar initiatives, study opportunities and potential implementation challenges for Community and Home-Based Learning (CHBL) models in crisis-affected areas of Amhara and Tigray.


Key Responsibilities
  • Conduct a participatory study of the CHBL model in Amhara, including reviewing national/regional education policies, strategies, and sector plans.
  • Review similar learning initiatives and materials in the region and draw lessons.
  • Conduct technical in-depth interviews with experts from MoE, Amhara Regional State Education Bureau, Zonal Education Departments, and Woreda Education Offices.
  • Conduct participatory assessments with teachers, caregivers, children, and community leaders.
  • Map available resources and assess their feasibility for content delivery.
  • Develop national/regional CHBL guidelines, including rationale, implementation strategies, competencies, roles, responsibilities, inclusive strategies, supervision, quality assurance, and minimum operational standards.
  • Develop a set of at least three sample locally relevant learning models.
  • Develop and submit a draft inception report, revise and submit the final inception report.
  • Conduct a review of relevant materials and implement data collection.
  • Prepare and submit a draft assessment report, present findings at a validation workshop.
  • Develop a draft national/regional CHBL model guideline, facilitate a validation workshop, and revise and submit the final guideline document.
Required Experience
  • Minimum work experience of 12 years in conducting participatory assessments in the education sector.
  • Demonstrated experience in reviewing education policies, strategy and sector plan documents.
  • Experience adapting and producing high-quality teaching and learning materials for primary school-aged children in the education sector.
  • Proven track record of working closely with government stakeholders, community members, and target clients.
  • Familiarity with the education sector, community structures in the target woredas of Amhara, with some knowledge of crisis affected contexts.
Qualifications

MA in Education and related fields.
