Overview
The Energy Specialist will provide operational support and analytical work for energy projects and programs in the Europe and Central Asia (ECA) region, with a focus on Serbia. The role involves supporting energy operations, conducting analytical work, advising clients on policy and regulatory issues, and liaising with government stakeholders.
Key Responsibilities
- Provide operational support to energy projects and programs, including participating in missions, providing inputs into project designs, preparing budgets and schedules, reviewing consultant reports, drafting supervision reports, tracking project progress, and supporting procurement.
- Lead and provide inputs to advisory and analytical work, including economic analysis, policy and regulatory framework review, energy balance analysis, renewable and energy efficiency resource assessment, and design of renewable energy financing instruments.
- Support policy dialogue and advise clients, the World Bank team, and management on energy sector policy and regulatory issues.
- Represent the energy team at project meetings and workshops, follow up on government actions, and resolve client relationship issues.
- Contribute to the Maximizing Finance for Development approach.
- Support technical coordination with key internal and external partners.
- Carry out ad hoc tasks as requested, including preparing briefings, organizing workshops, developing portfolio summaries, and supporting knowledge exchange events.
Required Experience
- At least five years of relevant experience in the energy sector.
- Demonstrated ability to engage credibly on a range of issues in developing countries.
- Knowledge of the EU acquis pertaining to contracting parties of the Energy Community.
- Prior experience working on investment and analytical activities in EU countries.
- Direct experience in at least two of the following areas: energy efficiency, energy sector economics, energy sector policy and regulation, energy and climate policy, renewable energy, transmission and distribution infrastructure, utility financial analysis and/or utility reform, power pools and regional integration.
Qualifications
• A Masters’ level degree in science, engineering, finance, economics, business administration or equivalent areas.
