Overview

The Construction Specialist will provide support to the Deputy Representative Operations, planning, managing, and overseeing construction activities for UNICEF Programs/Operations to achieve programmatic goals and results for children.


Key Responsibilities
  • Develop annual work plans for construction activities, monitor progress, and prepare information for work plans.
  • Provide technical backstopping and support for construction project management to Programme/Operations sections and Government counterparts.
  • Develop, produce, and validate cost-effective construction designs using local materials.
  • Prepare scope of construction works, define deliverables, and payment modalities.
  • Apply UNICEF norms and standards to construction projects and verify compliance with green building standards.
  • Check technical documents related to construction, verify clarity, completeness, and compliance.
  • Support the Supply section with preparation of LPA requests and CRC submissions.
  • Conduct surveys to identify potential construction companies and engineering firms.
  • Prepare tender documents for construction works and engineering services.
  • Conduct kick-off meetings for construction works.
  • Monitor construction activities through site visits and technical meetings.
  • Certify payments/variations and compile supporting documents.
  • Provide support on contract management, amendments, variations, and extensions.
  • Participate in the reception of works and prepare relevant certificates.
  • Prepare Contract Performance Evaluations and final completion reports.
Required Experience
  • A minimum of five (5) years of relevant experience, at the national and/or international levels, in project management, site supervision, quality assurance and/or other directly-related technical fields is required.
  • Understanding of development and humanitarian work.
  • Emergency experience an advantage.
Qualifications

An advanced university degree is required in civil engineering, construction engineering, architecture or other relevant area.

Knowledge of English is an asset as well as another official UN language or local language of the duty station is considered as an asset.
