Overview
The purpose of this consultancy is to conduct a comprehensive analysis of Constituency Development Fund (CDF) allocations and expenditures for the period 2022–2025 in 10 selected districts. The assignment will assess how CDF resources have been allocated, utilized, and executed across priority social sectors to inform policy dialogue, strengthen accountability, and enhance the efficiency, equity, and effectiveness of CDF spending.
Required Experience
- At least 7 years of relevant professional experience in public finance analysis, decentralization, local governance, institutional reviews, or budget/expenditure analysis.
- Demonstrated experience in consulting, conducting analytical studies, research and/or managing projects in public finance, decentralization and local governance and budget analysis required.
- Experience working with government administrative data systems and development of analytical tools or frameworks is an asset.
Qualifications
• Advanced university degree in Economics, Public Finance, Public Policy, Development Studies, Social Policy, or a related field
