Overview
The Analyst will provide specialized technical advice on customs matters on a non-exclusive, on-demand basis to mitigate regulatory and fiscal risks, optimize contractual structures from a customs perspective, assist in managing and resolving contingencies, and strengthen the internal technical capacity of the Office.
Key Responsibilities
- Analyze and advise on the application of special customs regimes, including diplomatic franchises and other exemption or preferential treatment mechanisms.
- Review tariff classifications (NCM) to ensure correct application of duties and regulations.
- Evaluate customs risks prior to tender processes, identifying potential obstacles and proposing solutions.
- Identify requirements of intervening bodies (ARCA/DGA, SENASA, INAL, Secretariat of Commerce, ANMAT, and others).
- Review shipping documentation (invoices, packing lists, certificates of origin) for conformity with customs regulations.
- Analyze applicable customs regimes (definitive import, temporary import, temporary admission), selecting the most efficient option.
- Recommend Incoterms and risk allocation in international sales contracts.
- Analyze the regulatory impact of new customs regulations on projects.
- Review contractual clauses related to imports.
- Provide technical assistance regarding observations from ARCA/DGA.
- Analyze cargo seizures, identify causes, and propose solutions for their release.
- Evaluate fines or additional charges imposed by customs.
- Prepare technical notes for decision-making in contingency situations.
- Manage and represent the organization before customs authorities or other intervening state bodies.
- Develop internal guides on relevant customs matters for projects.
- Prepare customs risk matrices.
- Conduct ad hoc technical training sessions on customs matters to Office staff.
- Actively participate in the nationalization processes of office assets.
- Supervise the nationalization processes of office assets carried out by suppliers.
Required Experience
- Minimum of 6 years of professional experience in foreign trade and Argentine customs regulations.
- Minimum of 2 years of experience in the release of imports managed under diplomatic franchise regimes in national customs.
- Experience working with public bodies, diplomatic missions, or international organizations (desired).
- Experience in international contract management or international procurement projects (desired).
Qualifications
- Secondary school diploma with 6 years of relevant experience.
- University degree (Bachelor's or equivalent) in International Trade, Customs Law, Business Administration, International Relations, or related fields, with 2 years of relevant experience (desired).
- Postgraduate degree or specialization in Customs Law or International Trade or related fields (desired).
- Registration in the Special Customs Records (ARCA).
